Thank you very much for your response.

I would like to request an internal review into your refusal of part 2 of my request. I am happy with your response to part 3 and I do not require the internal review to cover that.

I accept that some parts of the Event Management Plan could conceivably prejudice health and safety or security if disclosed. However this plan is a large document, covering many more aspects than just Health & Safety and security, and I contend that only a small proportion of it would need to be redacted to render it suitable for public disclosure.

In previous years, the 108-page Operating Schedule for this event was disclosed in full in response to Freedom of Information requests. Due to the way the new license is structured, the information which was previously contained in the Operating Schedule has now been moved to the Event Management plan. It is this information which is of interest.

I am getting in touch to update you regarding the progress of the internal
Review we are undertaking with regards to your Freedom of Information
Request (FOI/2014/163), where you have requested a copy of the 2014
Glastonbury Festival Event Management Plan (EMP) the Council holds.

 

As part of the Review process, the Council has determined that some parts
of the EMP fall under the Environmental Information Regulations 2004, in
addition to the Freedom of Information Act 2000.

You will appreciate that the task involves:

·         The requirement to go through each line of text in the EMP to
determine whether the content is suitable for disclosure based on the
exemptions and exceptions contained in the both the Freedom of Information
and Environmental Information Regulations regimes, and the subsequent
necessary redaction.

·         The unavailability of key staff required for consultation during
the Review period due to the work required as part of the 2014 Glastonbury
Festival.

·         The need to liaise with various third parties to seek their
views as to whether certain elements of the EMP are suitable for
disclosure, particularly with regards to the exemptions and exceptions
related to public safety and commercial harm.

Once our response is ready for disclosure, it is likely that the total
file size will be extremely high (somewhere from 70MB to 140MB), due to
the large number of pages contained within the EMP and the file size
implications resulting from the redaction process.  As a result of this,
it may not be practical to email the information across to you, unless it
is done over a series of eight to fifteen separate emails (the size limit
for sending emails is normally around 10MB).  Therefore it is our
intention to provide the information on a CD which would be posted to you
via mail.  Please could you let me know whether this course of action is
suitable to you, and if so, provide an appropriate address where the CD
can be sent to?

 

I would like to thank you for your patience in this matter and inform you
that the Council is expecting to be able to provide our response during
the week commencing 18^th August 2014.
