Is the BBC going to respond to request RFI20162004 or is this a case of BBC believing that they have some Crown protection from the law of the land.
If I don't get a reply by 2 January 2018 I will be forced to contact DCMS and ICO.

The BBC wrote to you on 11 November 2016 asking for clarification in regards to the costs you required. As you did not provide any clarification, the request was closed in January 2017.

I will of course report the BBC for breaching the law regarding this to the ICO and will make a formal complaint to the Department.
