Request for Information - LBR2022/0501 - Twickenham Riverside

I refer to your request for information received on 09/05/2022.  Please
see the information below in response to your request: -

Your request:

Give details of all works carried out and itemized costs spent on the
Twickenham Riverside area by the London Borough of Richmond upon Thames
between Wharf Lane and Water Lane including the Embankment, as well as the
playground, Diamond Jubilee Gardens, etc, toilets, cafe, retaining wall.
with prize winning planting.

This should include trees and planting on the Embankment from the Wharf
Lane end to the Eel Pie Bridge,  new lamp posts and seating,  resurfacing,
etc Include all associated costs with regard to planning as well as the
amount of money to outside bodies involved in this work in any capacity.

Cover the years between 2002 to the present time.

Our response:

We are unable to provide this information as we consider the cost to do so
would exceed the FOI appropriate limit, as specified in the Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulations
2004; therefore section 12(1) of the Act applies.

The appropriate limit has been set at £450 and may include working hours
of any person acting on our behalf at a rate of £25 per hour. This equates
to 18 hours to locate and extract the relevant information.

To comply with your request would take in excess of 18 hours as the
information is not held in a readily extractable format and would require
a manual undertaking to review approximately 144 records. Even at a
conservative estimate of 20 minutes per case file it would take in excess
of 48 hours to identify, locate, retrieve and extract the relevant
information. This significantly exceeds the appropriate limit under the
Act.

Under section 16 of the Act, the Council has a duty to provide advice and
assistance so as to hopefully enable you to obtain some of the information
you are seeking.  Whilst we cannot guarantee that any subsequent request
will be successful, you may want to consider reducing the scope of your
request in the following ways:

While we are unable to provide fully itemised costs, the Council holds
information listing invoices paid relating to the Twickenham Riverside
area. These could potentially be provided within the cost/time limit.

If you are dissatisfied with the information provided in relation to your
request, you may make representations to the Information & Transparency
Manager. Any such request for an internal review should be made within 40
working days from today's date. Correspondence should be addressed to:

FOI and Complaints Team, Ground Floor, Civic Centre, 44 York Street,
Twickenham, TW1 3BZ. Email: [email address]

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision.  Details of how to contact the Information Commissioner can be

Dear FOI LBR,

Today is 7/7/2022 and I have not received any details of money spent on the Twickenham Riverside area that the Council propose to develop so you are 2 days late with your answer to my request.
Elected members of the Council have been 'associated' with emails sent to residents, including myself, and a paid advertisement on Facebook, as well as information circulated for the proposed Council development - all stating there has been "40 years of neglect" to the area.
If the 40 years of neglect statement, widely circulated, is true then it would be very easy to calculate money spent on improvements and works to the area.
I have only asked for details of money spent for the last twenty years and as you have a computerized system and financial reports this information should be easy to access.
I look forward to your reply

Yours sincerely,

Teresa Read

Dear FOI LBR,

Thank you for the information sent but it is only for a relatively short time when I asked for information for a longer period. Within this period was investment in the children's playground, the Jubilee Gardens and the Diamond Jubilee Gardens . There was also the refurbishment of the Embankment adjacent to this area including new trees and planting. Could the information for all this investment be made available please.

Yours sincerely,

Teresa Read
