GIS/Mapping Software
Dear Stockport Metropolitan Borough Council,
Can you please disclose information regarding the council’s use of GIS/Map software? This includes any software the council uses that allows for the distribution and/or use of GI/Map data over an intranet or the internet for use and consumption by staff and/or the public.
Specifically, can you disclose:
1. The name & provider of any GIS/Map software
2. The number & types of license held for each individual GIS or Map software
3. The price of the licenses held
4. The renewal date or contract length of the licenses held
For Example:
Software: ArcGIS - ESRI, Number of Licenses: 15, Price: £xxxx.xx, Renewal Date: 01.01.2019
Software: Map Info – Pitney Bowes, Number of Licenses: 12, Price: £xxxx.xx, Renewal Date: 01.01.2019
Can you also please disclose the number of any specific GIS staff within the council and their job titles?
For example:
Total Number of GIS Staff: 4 GIS staff
Job Titles: 1 x GIS Manager, 3 x GIS Officers

Dear Mr Bennett,
I am writing in response to your request for information (ref FOI 45397).
The relevant Council Service(s) has searched for the requested information
and our response is as follows,
1. The name & provider of any GIS/Map software
MapInfo Professional & Pitney Bowes
2. The number & types of license held for each individual GIS
or Map software
QGIS Open source software – 300 – 400 installations – no cost
PostGIS Open Source Spatial Database 4 installations – no cost
FME Server – 1 installation with 2 engines - FME contract is till
30/04/2019
FME Desktop – 7 licenses - FME contract is till 30/04/2019
Ishare Web Mapping provided by Astun – 3 year agreement ending in 2019
3. The price of the licenses held
The information you have requested is exempt under Section 43 of the
Freedom of Information Act 2000 as it is considered commercially
sensitive.
We believe that by releasing this information it would against the
interest of the councils commercial interests as well as that of the
companies.
However as Section 43 is not an absolute exemption I have detailed a
public interest test below outlining this decision.
Reasons in favour:
· Stockport Council is committed to transparency and releasing
this information would be in line with that.
Reasons against:
· Releasing the price might encourage practises such as price
fixing, collusion and similar anti-competitive behaviours which would not
be in the Councils Commercial interest.
· It would also reduce the attractiveness in bidding for contracts
with the Council as the release of detailed tender information about
suppliers might dissuade them and other suppliers from approaching the
council for future tenders which would not be in the council or suppliers
commercial interests.
In consideration the reasons against outweigh the reasons in favour and
the exemption is applied.
