I am requesting who of the following has capacity to decide Gillick competency of a child in Family Law Proceedings to instruct their own solicitor rather than a Court Appointed Guardian appointed one:

Judge
Solicitor
Guardian or CAFCASS Officer
Parent
Doctor

And does a parent has the right to an assessment for Gillick competency?

Has the civil servant responding simply Googled for an answer to the question rather than looking to see what relevant information is held by the Ministry of Justice?
