There is no recorded information which we can locate regarding a “Wirral

Dear Corrin, Jane,
The Wirral Globe newspaper article, entitled: 'Freebies are all in a day's work at council'(26 September 2012) gave specific details of failures by officers of Wirral Metropolitan Borough Council to record GIFTS that they had received. Apparently, the information concerning the council officer was, eventually, provided to the District Auditor. As Wirral Metropolitan Borough Council was able to provide the details to the District Auditor, concerning the council officer who received honorary membership of West Kirby Sailing Club, it should be possible for you to check your communications with the District Auditor and to provide members of the public with the name of the council officer who received the sailing club membership gift.
I understood that the council is attempting to act in an open, transparent and fair manner. I trust that you will do so in this case.

Hi Alan.

The press report you refer to is based the "Gifts, Hospitality and Conflicts of Interest" agenda item to the Audit and Risk Management Committee meeting of the 19th September 2012. See below for the minutes:

If you read page 11 it states:

"A senior officer accepted honorary membership for West Kirby Sailing Club; this was signed by his deputy; no value was noted although annual membership is currently £226 per annum; there was no M17 declaration form to support this on the personal file. There was a M17 declaration on the file for a golf event that had not been entered on the register. Procedures were not complied with and there was insufficient information to assess whether the hospitality was considered in line with guidance."

Therefore you can conclude you are looking for a male senior officer with a deputy. However I'm sure you want an actual name!

Good Afternoon,

Thank you for your further email below and the additional information
contained within in.  I have made further enquiries and can advise you
that an offer was made in 2012 for the Director of Technical Services -
(David Green) -  to receive honorary membership of West Kirby Sailing
Club. 

This membership was accepted on the Gifts and Hospitality register, it
 was offered for a second subsequent year,  when it was declined on the
Gifts and Hospitality register.
