Get into Teaching Information Service.
The details we require are:
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual contract values of each framework/contract (& any sub lots)
• Start date & duration of framework
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

I have dealt with your request under the Freedom of Information Act 2000
(“the Act”), and can confirm that we hold information falling within the
terms of your request.
The FOI Act obliges us to respond to requests promptly, and in any case no
later than 20 working days after receiving your request. However, when a
qualified exemption applies to the information, and the public interest
test is engaged, the Act allows the time for response to be longer than 20
working days, and a full response must be provided within such time as is
reasonable in all circumstances of the case. We do, of course, aim to make
all decisions within 20 working days, including cases where we need to
consider the public interest. In this case, however, we have not yet
reached a decision on where the balance of the public interest lies.
The specific qualified exemption which applies in relation to your request
is section 43 (commercial interests). In your case, we estimate that it
will take an additional 20 working days to take a decision on where the
balance of the public interest lies.
Therefore, we plan to let you have a response by 14-Nov-2019. If it
appears that it will take longer than this to reach a conclusion, we will
keep you informed.

If you are unhappy with the way your request has been handled, you should
make a complaint to the Department by writing to me within two calendar
months of the date of this letter. Your complaint will be considered by an
independent review panel, who were not involved in the original

Department, you may then contact the Information Commissioner’s Office.

I have dealt with your request under the Freedom of Information Act 2000
(“the Act”):
(1) Suppliers who applied for inclusion on each framework/contract and
were successful & not successful at the PQQ & ITT stages
The Authority received 5 bids against the invitation to tender (ITT) to
provide contact centre and advisory services to support the Get into
Teaching Information Service (ITT reference 30334);
- CallForce Direct (Unsuccessful)
- Echo Managed Services (Unsuccessful)
- Echo-U Ltd (Unsuccessful)
- Social Enterprise Direct (Unsuccessful)
- Teleperformance UK Ltd (Successful)
Please note that there was no PQQ stage.
(2) Actual contract values of each framework/contract (& any sub lots)
The Authority entered into a single Contract with a value of £23.25M.
(3) Start date & duration of framework
The contract was awarded via an OJEU open procurement procedure.
The Authority entered into a single Contract for an initial five year
period, from 1st October 2018 – 30th September 2023.
(4) Is there an extension clause in the framework(s)/contract(s) and, if
so, the duration of the extension?
The Authority entered into a single Contract for an initial five year
period from 1 October 2018 with an option to extend for a further period,
or periods of up to a further two years, taking the maximum contract term
to 7 years.
5) Has a decision been made yet on whether the framework(s)/contract(s)
are being either extended or renewed?
The Authority has made no decision with regard to extending the Contract
term or whether the Contract will be renewed upon expiry.
(6) Who is the senior officer (outside of procurement) responsible for
this contract?
The Senior Responsible Officer for the Get into Teaching Information
Service is Chloe Saklow (Deputy Director, Train to Teach: Inspire,
Attract, and Support Division).
