GERS spending database: www.gov.scot/Resource/0049/00495354.xlsx Row 3231, column G = S103A023-PRIVATE SECTOR HOUSING (expenditure)
Dear Scottish Government,
I note from your highly esteemed publication of the GERS spending database:
http://www.gov.scot/Resource/0049/004953...
Row 3231, column G = S103A023-PRIVATE SECTOR HOUSING (expenditure)
480.60 gers10_11
553.29 gers11_12
564.91 gers12_13
565.19 gers13_14
607.99 gers14_15
My FOI request
What is the estimated figure for gers15_16?
Under what classification in GERS 15-16 is the expenditure allocated? (eg accounting adjustments, not included due to ONS reclassification)
Will this expenditure be included in GERS 16-17 and updated for GERS 15-16 due to ONS reclassification if any?
Furthermore I note from GERS 15-16, and have taken the following statement at face value:
"The ONS reclassified English Housing Associations (HAs)1 into the public sector on
30 October 2015. In 2015-16, this increased UK public sector revenue by £6.9 billion and
UK expenditure by £10.8 billion, resulting in a £3.9 billion increase in the UK net fiscal
deficit.
A similar impact is seen in earlier years.
Scotland is apportioned none of this additional revenue or expenditure in GERS.
The ONS have not yet announced a decision on the classification of Scottish Housing Associations. Further information on the impact of the change on the UK figures is available in Chapters 1 and 3."
Key statement = Scotland is apportioned none of this additional revenue or expenditure in GERS.
Taken on face value above doesn't state existing revenue / expenditure will be de-allocated to Scotland's, only that no 'additional' revenue or expenditure will be allocated to Scotland.
Yours faithfully,
James Trice
