Dear Ministry of Defence,

On April 21st 2002 The observer published the report below

The last sentence in that report has Sue Ellison, spokeswoman for
Porton Down, stating, when asked whether such tests are still being
carried out, that 'It is not our policy to discuss ongoing
research'.

Well that research is now NOT ongoing.

please provide FULL details of EVERY "germ war test" that has been
carried out between April 22nd 2002 and the present day. This
information is MOST CERTAINLY in the public interest seeing as it
is the public being put at risk without their knowledge or consent.

Dear Galloway Kim,

I have received your response and I have pondered upon it for a few
days.... but, nope, i still do not comprehend what you have said
can you please clarify.

You state:

"As a signatory of the 1972 Biological
Weapons Convention and the Biological Weapons Act of 1974, the UK
and MoD are prohibited from
conducting such work."

If this is the case, then how and why were these Germ War tests
carried out until 1979?

Are you saying that you were committing offences against the
public? That your actions were both illegal and criminal and in
contravention to the act you signed?

There appears to be some confusion here between the statements made by the Guardian article and your answers. The article states "The report also reveals details of the DICE trials in south Dorset between 1971 and 1975. These involved US and UK military scientists spraying into the air massive quantities of serratia marcescens bacteria, with an anthrax simulant and phenol." The article says these were part of "a comprehensive official history of Britain's biological weapons trials between 1940 and 1979."

It would therefore appear that either the information in the article is inaccurate or there is some variation between your definition of biological weapons trials or germ war tests, which was actually what the questioners question was about.

Can you please clarify which is correct, as if these trials did not take place as the Guardian says, then they need to be told to print a retraction in order to allay people's understandable concerns?

"The serrentia marcescens strain, code named "8 UK" had been developed at Porton Down during the Second World War because when incubated it turned red, making it very easily identifiable when used in biological warfare experiments."
What quantities of this do the MOD still hold would be one question and what can they release about Operation Pandora would be another.

Quote-marks Matters regarding Britain's Nuclear, Biological and Chemical (NBC) Warfare programmes are constantly being monitored, researched and perfected, usually in secret.

Countermeasures relating to the above would be a main priority of work.

I have now independently reviewed the classification and I concur that "successful" is appropriate. The request is for details of every "germ war test" between April 22nd 2002 and the date of the request. The Ministry of Defence have responded stating that no such tests were carried out and explaining why. They have therefore supplied all the details requested (i.e. none).

If you believe that their response is false this should be challenged by means of internal review and ultimately a complaint to the Information Commissioner.

Quote-marks So the facts contained in The Guardian article which stated:- "The Ministry of Defence turned large parts of the country into a giant laboratory to conduct a series of secret germ warfare tests on the public.

A government report just released provides for the first time a comprehensive official history of Britain's biological weapons trials between 1940 and 1979. " are not correct then and the MOD did not release such a report?
