• Please provide an organisation chart for the Council’s ICT department.
• Does the Council outsource some or all of its ICT services to an external provider? If so, please provide details of provider(s) and contract dates.
• Is the council looking to migrate any of its ICT services to the cloud in the next 2 years? If so, please provide details of these services.
• Is the council considering its options for outsourcing / insourcing its ICT services in the next 3 years?
• Does the Council have any plans to review its operating model for ICT services within the next 2 years?
• Does the Council use external consultancy to support ICT initiatives and if so, how are they appointed?

Update – Your Information Rights Requests and Coronavirus:

 

Walsall Council is working extremely hard to ensure the safety and
wellbeing of all residents of the borough during this difficult period. As
part of this working practices and priorities within the council may need
to change in line with advice from the Government and our own Public
Health Service.

 

This may mean that our usual processes for responding to requests for
information will need to change, and unfortunately you may experience
delays in receiving the information you have requested.

Further to your request for information about Digital Strategy, I can tell
you the following:

 

• Please may you supply a copy of the Council’s latest Digital Strategy. 

I can tell you that under the FOI Act the information is exempt from
disclosure under the provisions of section 21. Section 21 sets out that
the local authority need not provide information under the FOI Act where
the information requested is ‘ reasonably accessible’ by other means.

Although Walsall Council do not have an independent digital strategy, we
do have a ICT strategy that can be found at the following

• When is the Digital Strategy due to be refreshed? ICT Strategy to be
refreshed 2021

 

• Which member of the board is responsible for ICT? Executive Director of
Resources and Transformation 

• Please provide an organisation chart for the Council’s ICT department. 

Whilst, I can confirm that the council holds information that falls within
the description specified in your request, it is estimated that the cost
of complying with the request would exceed the appropriate limit specified
in the Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004. For the council, this limit is currently set at
£450. This represents the estimated cost of one person spending 18 hours
in determining whether the council holds the information and then
locating, retrieving and extracting the information.

 In this case we estimate that providing the information requested would
exceed the specified 18 hours, this is due to HR currently undertaking a
transition to a new management system. In order to provide an accurate
organisational chart for the ICT department would involve a manual
search. 

 Section 12 of the Freedom of Information Act 2000 sets out that were the
council considers that the appropriate limit is likely to be exceeded it
is not obliged to respond to the request. As a result, we will not be
processing your request further as it is refused 

• Does the Council outsource some or all of its ICT services to an
external provider? If so, please provide details of provider(s) and
contract dates. No

 

• Is the council looking to migrate any of its ICT services to the cloud
in the next 2 years? If so, please provide details of these services. Yes
