Dear Glasgow Caledonian University,

This is a Freedom of Information request.

1. For the following departments, what percentage of staff are men, women, or other. Other would be trans*, intersex, not held, not disclosed, etc.

2. Similarly, what percentage of applicants to staff roles filled by the departments in the last three years, were men, women or other.

3. Finally, the percentages for the successful candidates in those staff roles.

Note that these may not be precisely correct department names but are based on functions, please correct as required and include this with your response.

I refer to your request for information received by the University on the
19^th October 2012 (email below).

 

The information that you have requested is as follows:

 

1.            A breakdown of current University staff by both
organisational unit and gender can be found in the attached document.
Please note that all members of staff have declared themselves to be
either ‘male’ or ‘female’.

 

2.            The University holds the information that you have requested
relating to staff applications. In 2011/12 alone there were over 170
vacancies for each one of these the number of applications varied from 5/6
to over 100. On the assumption that these averaged out at 50 per vacancy
the University would need to go through each application form and extract
and collate the information that you have requested (estimated at 5
minutes per form). Hence the University estimates this would take over 700
hours (50*170*5/60) and would be undertaken by an HR  (Grade 6, £16.53 per
hour). Hence the estimated total cost of providing the information that
you have requested is 700*£15 (maximum chargeable hourly rate) i.e.
£10,500.
As the estimated cost of providing the requested information exceeds the
cost prescribed in the regulations of £600 the University is relying on
Freedom of Information (Scotland) Act 2002 paragraph 12(1) Excessive cost
of compliance together with paragraph 13(2) to withhold the requested
information.

 

3.            The information required here would be extracted as part of
the process undertaken in 2 (see above).

Thank you for your response, the information is most helpful. Can you clarify, for the following areas, which of the departments on the data these functional areas would come under?

Exchange office

Catering services

Regarding application data, can you explain why you do not hold these statistics? The equal opportunity monitoring form says:

"The university has an equal opportunities policy which, in order to be effective, requires that we know more about the composition of applicants. The questions about gender, disability and ethnicity are asked so that the university can comply with the legal requirements of the Race Relations (Amendment) Act 2000, the Disability Discrimination Act 2005, and the Equality Act 2006."

and

"It will be used to monitor and analyse equality and diversity in the recruitment process. The statistical information will be invaluable in reviewing equal opportunities policies"

Can you confirm that the university has never produced any statistical information from these returns that include gender? I could understand that my third point might require investigation, but I would have expected point two to be covered by your normal statistics, although perhaps not broken down by department?

In response to your e-mail received on 9 November (below) asking for clarification, the following information is provided.

The functional areas which you noted are covered in the following areas:

Catering services - Not included - This is an external service whose staff are not University employees
Students Association - Not included - This is an external service whose staff are not University employees
College of Engineering in Oman - Not included - This is an external service whose staff are not University employees
Reception staff - Campus Services
Disability service/mental health service - Student Support Services

With regard to the application data, it is not mandatory for applicants to complete the Equal Opportunity Monitoring Form. We estimate that Equal Opportunity Monitoring Forms are received from about 25% of applicants so this does not provide a complete picture. From 2010 to date, from the Forms which were submitted, 1356 applicants indicated that they were female, 896 indicated that they were male and 8 did not provide an answer.

I confirm that the University has not produced any statistical reports from these returns. It will publish a report in April 2013.
