I would like to request a FOI disclosure which is basically to understand the annual money payments to Serco and Gatso for the calibration and maintenance of cameras, staff training, and how the speed is calculated as part of the secondary check.
Q1. How many fixed post Gatso (FPG) and Gatso Red Light(GRL) cameras were in use, on an annual basis, by your partnership in the past three financial years?
Q2.For these cameras, for the past three financial years, what were the total cost amounts paid(TCAP) for the annual calibration of these cameras, identifying the TCAP to intermediate agents such as Serco and the company Gatsometer B.V, and the additional amounts of V.A.T added ?
Q3.Please confirm if the partnership have ownership of these cameras, paid in full, or any other arrangement.
Q4.Please confirm if the calibration contracts (CC) have been agreed for a fixed term with break penalty clauses or negotiated annually, if the CC are inclusive of a greater contract regarding maintenance, and who signed the contracts on behalf of the partnership.
Q5.After the cameras have been returned following calibration please confirm if, apart from the calibration certificate, Gatsometer B.V provide a report on any faults detected and items replaced and, if so, please identify the items, including batteries, that have required replacement.
Q6 After calibration, please confirm if the cameras are returned with a shutter speed of two photographs at intervals of 0.5 seconds, and if your Camera Enforcement Officers make any adjustments to the shutter speed or flash setting prior to reinstallation and, if so, what are the setting adjustments?.
Q7.Regarding the secondary check viewing, please advise how the viewing staff are trained for their task, who does the training, are certificates of completion provided, and are the staff given post training assessments or hard copy reference documentation. Is the work of the viewing staff audited or reviewed at intervals?
Q8.For FPG please confirm the distance between the calibration lines on the road which are part of the secondary check, so that one can calculate the speed if five lines are passed.

Thank you for the clear response to my FOI.

I notice for Staffordshire
Q1. In 2008 there were 32 (FPG’s)
In 2009 there were 31 (FPG’s)
In 2010 there were 30 (FPG’s)
We do not have any Gatso Red Light cameras

Q2. In 2008, £21781.50 was paid to Serco.
In 2009, £22419.89 was paid to Serco.
In 2010, £35705.70 was paid to Serco.
Please note the amounts attached do not include VAT as it is recoverable by the county council.

Subsequent to this I see, despite the numbers of cameras going down,the costs have greatly increased, and therefore I would appreciate the clarification requested in my addendum dated 20 September 2011

CLARIFICATION POINT ONE.
Please confirm the agreed cost of single calibration of one Gatso Speed
Camera for each of the past three years so that comparisons and trends may be
appreciated.

CLARIFICATION POINT TWO
Please advise if the 50% increase in payments to Serco during 2009 / 2010 were due to increased number of repeat calibrations, for some reason, or because Serco introduced greatly increased charges.

CLARIFICATION POINT THREE
If Serco, as a monopoly supplier, did introduce greatly increased charges please supply a copy of the advisory letter, as pdf attachment, so that Serco`s justification may be established.

Although these are clarification points regarding the previous information I accept that you may wish to treat it as a new request.

Thank you for your confirmation.
I am completing an extensive survey of price trends and it is quite acceptable for completion in the near future.

Although I believe annual price increases are implemented commencing April each year I would be interested to know details of if, and when, any further increases to the standard calibration charges were implemented during any of the past three years.

I am unsure as to whether Serco maintained the charges for the full year or introduced additional increases due to Euro fluctuations.

I write to provide a partial response to your request on the basis that some information may be subject to an exemption under the Act and will need to be considered at a public interest test.

Clarification Point One:
Currently being considered.

Clarification Point Two:
It has come to light that there was an error in the time periods quoted in our previous response. The correct information is:
2008/09 £28,039
2009/10 £21,781
2010/11 £22,419
(The amount of £35,505 given in our previous response was an estimate for the current financial year based on available maintenance funding which included both calibration and other services.)
These are costs paid to Serco for calibration and related parts/services. The difference in cost between years will be due in part to the varying work undertaken as part of the calibration, and the possibility of additional re-calibration costs if required following repair at other times.

Clarification Point Three:
No greatly increased charges were introduced.

Reference Clarification Point One(Currently being considered) I am aware that,for calibration, some additional price increases may have been applied during any given year.
Therefore,since more than one price may apply during a year, it would be helpful to advise of the approximate date of implementation of the increase and any corresponding justifications from the agents.

I am trying to ascertain if any of the increases, just for the calibrations, have been greater than 5% p.a.
