Gatso Calibration and Training

Dear West Yorkshire Police,
I would like to request a FOI disclosure which is basically to understand the annual money payments to Serco and Gatso for the calibration and maintenance of cameras, staff training, and how the speed is calculated as part of the secondary check.
Q1. How many fixed post Gatso (FPG) and Gatso Red Light(GRL) cameras were in use, on an annual basis, by your partnership in the past three financial years?
Q2.For these cameras, for the past three financial years, what were the total cost amounts paid(TCAP) for the annual calibration of these cameras, identifying the TCAP to intermediate agents such as Serco and the company Gatsometer B.V, and the additional amounts of V.A.T added ?
Q3.Please confirm if the partnership have ownership of these cameras, paid in full, or any other arrangement.
Q4.Please confirm if the calibration contracts (CC) have been agreed for a fixed term with break penalty clauses or negotiated annually, if the CC are inclusive of a greater contract regarding maintenance, and who signed the contracts on behalf of the partnership.
Q5.After the cameras have been returned following calibration please confirm if, apart from the calibration certificate, Gatsometer B.V provide a report on any faults detected and items replaced and, if so, please identify the items, including batteries, that have required replacement.
Q6 After calibration, please confirm if the cameras are returned with a shutter speed of two photographs at intervals of 0.5 seconds, and if your Camera Enforcement Officers make any adjustments to the shutter speed or flash setting prior to reinstallation and, if so, what are the setting adjustments?.
Q7.Regarding the secondary check viewing, please advise how the viewing staff are trained for their task, who does the training, are certificates of completion provided, and are the staff given post training assessments or hard copy reference documentation. Is the work of the viewing staff audited or reviewed at intervals?
Q8.For FPG please confirm the distance between the calibration lines on the road which are part of the secondary check, so that one can calculate the speed if five lines are passed.

Dear West Yorkshire Police,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of West Yorkshire Police's handling of my FOI request 'Gatso Calibration and Training'.

I have received a refusal notice from Bronwen Salmon which is totally misconstrued as a result of her relying on advice from a negative person apparently obsessed about people trying to evade speeding fines.
This negativity and obsessive behavior is contrary to the spirit of transparency enshrined in FOI leglislation.

The people dealing with the request have not read it properly and have come to the FALSE conclusion that I am subject to a NIP.
I hope that this jumping to false conclusions is not typical of West Yorkshire Police.

I do not accept general,unsupported statements such as "West Yorkshire Police and the
Camera Safety Partnership operate its Mobile and Fixed speed check points in accordance with
National Guidance and adhere to all the manufacturers operating procedures".

Of course I believe this is true BUT I have asked for details so I can produce a report regarding the costs and training involved, and the final TRIVIAL point about timings and line markings was only for comparative and educational purposes.

This request has been posted on a public website and unfortunately any casual observer would conclude the West Yorkshire are neurotic about releasing information and have dark secrets to hide.

I do not believe, in any way, that West Yorkshire police have complied with their statutory duty, and I request an appeal response within the standard maximum of 40 working days.

I posted the FOI in good faith and find the inherrent arrogance of the police response to be unacceptable and upsetting.

I appreciate that you may have to deal with annoying and trivial requests and it may be difficult to differentiate but if you review your original response it was not good and neither was the advice you were given.

Dear FOI( West Yorkshire Police),

The purpose behind Q2 of my recent FOI is to calculate the unit cost of calibrating one Gatso Speed and one Gatso Red light camera.
If it is troublesome for you to add up the individual payments to Serco for calibration it will be acceptable to simply know the agreed calibration payment for each camera type over the three year period to assess the trend.

Thank you for your recent response regarding Gatso details.

Although the response has been completed very helpfully I do have an additional request regarding would Q7 the operation of the secondary check procedure.

The response indicates that the distance between the secondary check marks is 5 feet,photographs are taken at intervals of 0.7, and the staff refer to a corresponding `speed convertion chart`.

Please provide a copy of one of these charts,by way of pdf or jpeg attachment,so that the actual document can be studied.
