You've gone against the public consultation, which allowed tax payers are against charges.

• Grass cuttings
• Hedge cuttings
• Twigs, branches and small logs (maximum 10cm diameter)
• Christmas trees
• Plants, flowers, leaves and prunings
• Cut flowers and house plants
• Bark and wood shavings
• Animal bedding from vegetarian animals (e.g. rabbits)

If you are dissatisfied with the handling of your request, you have the
