Dear St Helens Metropolitan Borough Council,

Could you please provide me with the following in relation to The Gamble Institute specifically in relation to its function as Central Library

1) the surveyor's report and the subsequent risk assessment
2) the estimated cost of refurbishment
3) an estimated start and completion date for works
4) an estimated date of when the library is to re-open

5) If the library is not to re-open in its current location (as rumoured), please advise where the library is to be housed and when will this take place
6) where will the archive go or is it to remain in situ?
7) what purpose will the building serve?
8) If the building is repaired (not for library use) who is paying for the repairs
9) is the money coming from the public purse?

10) please advise as to which councillors and committees have been party to the decisions in relation to central library in relation to the above .

Dear Mrs Hill,

 

I refer to your Freedom of Information request submitted on 11th June 2018
regarding the Gamble Institute and more specifically its function as a
Central Library.

 

In answer to the questions you have raised, I can now respond as follows:-

 

1. Please see copies of the initial reports provided by specialist
contractors as attached.

 

2. The estimated cost of the refurbishment is £427,895

 

3. No order has yet been authorised for the refurbishment works due to the
current and ongoing review of the Library Service.

 

4. The Council is currently reviewing its Library Service and is looking
at a number of Town Centre sites as potential locations for a Library but
as yet no decision has been made.

 

5. Please see answer to question 4 above.

 

6. Elements of the archive have been relocated to Eccleston Library and
the remainder will remain in its current location in the short term then
reviewed once the decision is taken on the Central Library site.

 

7. No decision has yet been taken as to any alternative use for the
building however, the upper floors continue to be used for operational
purposes.

 

8. As no decision has yet been taken as to an alternative use, it is not
possible to answer this question.

 

9. As no decision has yet been taken as to an alternative use, it is not
possible to answer this question.

 

10. Other than the temporary closure of the site following discovery of
the structural issues relating to the ornate ceilings in some of the
public areas, no decisions have been taken in relation to Cental Library.
