Dear Sport England,

I refer to an existing FOI request in which I have requested further and undisclosed information following the response to my initial communication.

1. Please provide the requisite three months bank statements (or photocopies of the passbook) of the Nationwide Building Society account, purportedly in the name of Clapton Football Club, said by the correspondent using the email address 'xxx(at)claptonfc.com' to have been an existing account.

2. Please provide evidence that the bank account into which the award was apparently paid was in the name of Clapton Football Club, the "Formally constituted club, association or trust.” The photocopy provided of the Nationwide Building Society passbook entry provides no information as to the account holder.

3. Please provide a copy of any memorandum, minutes or motion passed by the members of Clapton Members Club, which instructed the ‘CEO’ to make an application for the Grant from Sport England.

4. Please provide copies of all correspondence, notes, attendances and any other documents relating to due diligence undertaken to establish that Clapton Members Club, Clapton Football Club or Clapton Football Club Limited were valid entities (e.g. registered for tax with HM Customs and Excise)

5. Please provide all correspondence, notes, that refer to the fact that Vincent Joseph McBean, was a director/trustee of a charity, Newham Community Leisure Limited, number 1009672 which, on 18th December 2013, some months before the application was made, became subject of a statutory inquiry under s46 Charities Act 2011 and as to whether Sport England, the FA or UEFA were ever made aware of this, by the applicant or anyone else.

6. Please provide copies of any letters, correspondence, emails, notes of support, recommendation for this application, or any other observations, by any person, organisation, company or regulatory body.

7. Please provide copies of any letters correspondence or emails, received from any financial or banking institution regarding Clapton Football Club Limited or any other organisation / person involved in this application.

As explained on 9 August 2018, This project was funded via UEFA funding, a
circa £200,000 pot which The FA received to support disaster relief. Sport
England administered the funding for The FA. The FA supported this project
and did not raise any issues in the trackers which were sent to Sport
England. Sport England supported the administration and payments but not
the assessment of this project. All information requested as a condition
of making the award, and due diligence as carried out by Sport England –
the Acceptance of Award Form, Bank Detail Form and Bank Statement has
already been provided to you.

 

Sport England carries out post award checks to ensure the validity of an
organisation, specifically, checking that their completed bank details
form matches a bank/building society statement. It would appear when
reviewing this matter to respond to your queries, that when Sport England
processed the payment for this award it wasn’t spotted that the name on
the award letter did not entirely match the name on the bank account (1878
is added on the account). This has subsequently been logged with our
Audit, Governance and Risk committee as an “error”.

 

5.    Please provide all correspondence, notes, that refer to the fact
that Vincent Joseph McBean, was a director/trustee of a charity, Newham
Community Leisure Limited, number 1009672 which, on 18th December 2013,
some months before the application was made, became subject of a statutory
inquiry under s46 Charities Act 2011 and as to whether Sport England, the
FA or UEFA were ever made aware of this, by the applicant or anyone else.
