REQUEST FOR INFORMATION UNDER THE FREEDOM OF INFORMATION ACT

Please find below TfGM’s response to your Freedom of Information request
which was received at this office on 16 March 2016.
Information requested as set out in bold:
In the context of the recent bus priority works on the A580, I would like to
request all documentation relating to:
1) Assessments of the impartiality and accuracy of the modelling exercise
Please note no further documentation is available from what you have
already received. TfGM employed Mott MacDonald, a competent and
experienced consultant who is recognised in the industry for carrying out
traffic modelling and has undertaken modelling work for numerous
organisations; therefore the modelling documents were accepted.
2) The TFGM decision “that the East Lancs Road was one of the most
congested key routes in Greater Manchester and therefore steps needed to
be taken to enable this route to carry more people”.
This is evidenced in the document ‘An Integrated Transport Strategy for
Greater Manchester’ published in 2005 (available via the link below).

3) Decisions made, prior to the 2002 report, relating to the placing of bus
lanes
The Greater Manchester Local Transport Plan 2001/20 – 2005/06 references
the Leigh-Manchester-Salford busway scheme. The scheme was identified
as a major scheme within the Greater Manchester transport strategy. The
LTP was subject to a public consultation which endorsed the GM transport
strategy approach. (Please refer to relevant LTP documentation as
attached).
4) Decisions about the design of the Worsley Road A580 junction.
5) Considerations relating to criminal activity in or around subways in the
context of the recent bus priority works including any (anonymised)
feedback, comments or correspondence from users of the subways and
from local schools.
Please note we do not hold any information in this regard. Decisions and
considerations as requested in questions 4 and 5 above were made by
Salford City Council/Urban Vision.

6) Assessments or consideration of whether the 2002 and 2005 reports was
adequate or up to date enough when the works commenced.
A report produced in 2011 for the Cross City Bus Package validated the
modelling (please refer to the attached document).
