Furnace design submissions for waste incineration plant.

We're waiting for Philip Jenkinson to read recent responses and update the status.

Dear Environment Agency,

I am request to view all furnace design submissions for waste incineration plant received by the Environment Agency in support of Environmental Permit applications made for Waste Incineration plant required under the Industrial Emissions Directive (2010) between the years 2015 and 2020.

In addition I am requesting to view all CFD modelling reports received by the Environment agency in support of the above between the years 2015 and 2020.

Finally I am requesting to view all validation methodologies submitted describing the intended test methods for verification of the suitability of furnace designs to meet the necessary criteria.

All of the above documentation is described in Environment Agency “Draft templates for furnace design submissions for waste incineration plant – version 0.2”.

You have requested the furnace design submissions for waste incineration
plant received by the Environment Agency in support of Environmental
Permit applications made for Waste Incineration plant, along with the CFD
reports in support of these (2015-20).

We do not normally receive detailed furnace designs at the application
stage, nor CFD reports.

The exception to this would be if we had a particular concern that a plant
would not able to meet the standard time-temperature requirements, in
which case we may request the CFD modelling as part of the application.

Otherwise, our standard approach would be to require the CFD modelling
through a pre-application condition in the permit, and we would only
normally be given information on the design of the furnaces sufficient to
support the CFD model.

Permits issued since March 2019 also include an additional pre-operational
condition to require the operator to tell us how they are going to go
about the furnace validation testing. I have copied the template
conditions for reference below.

 

With these things in mind, can you clarify whether you still require
information from the applications about furnace design (which in most
cases will be limited), or is it rather than you would only require this
when it has been accompanied by a CFD report (i.e. if we have requested
one as part of permitting instead of via the normal pre-operational
condition after the permit has been issued).

 

Can you also confirm whether you require copies of CFD reports received as
part of responses to pre-operational conditions (i.e. where this has not
been considered as part of the application).

Template pre-operational conditions

 

PO6 No later than one month after the final design of the furnace
(drafting note: we can be flexible on the timescale please seek advice
if required) and combustion chamber, the operator shall submit a
written report to the Environment Agency, and obtain the Environment
Agency’s written approval to it, of the details of the computational
fluid dynamic (CFD) modelling. The report shall explain how the
furnace has been designed to comply with the residence time and
temperature requirements as defined by Chapter IV and Annex VI of the
IED whilst operating under normal load and the most unfavourable
operating conditions (including minimum turn down and overload
conditions), and that the design includes sufficient monitoring ports
to support subsequent validation of these requirements during
commissioning.

 

PO9 At least 3 months before the commencement of commissioning (or other
date agreed in writing with the Environment Agency) the Operator shall
submit, for approval by the Environment Agency, a methodology (having
regard to Technical Report P4-100/TR Part 2 Validation of Combustion
Conditions) to verify the residence time, minimum temperature and
oxygen content of the gases in the furnace whilst operating under
normal load, minimum turn down and overload conditions.

 

Template improvement conditions

 

IC4 The operator shall notify the Environment Agency of the Notification
proposed date(s) that validation testing is planned at least 3
  for. weeks prior to
validation
IC5 testing
During commissioning the operator shall carry out Validation
validation testing to validate the residence time, tests
minimum temperature and oxygen content of the gases in completed
the furnace whilst operating under normal load and most before the end
unfavourable operating conditions. The validation shall of
be to the methodology as approved through commissioning
