The Information Commissioner’s Office (ICO) recognises the unprecedented challenges all are facing during the coronavirus (COVID-19) pandemic.

In particular they understand that resources, whether they are finances or people, may be diverted away from usual compliance or information rights work. Whilst the ICO can’t extend statutory timescales, they will not be penalising public authorities for prioritising other areas or adapting their usual approach during this extraordinary period.

Further to the acknowledgement below, I can respond to your Freedom of
Information Act 2000 request received on  29th April 2021 as follows:

The Authority requires further information.  Section 1. (3) (a) of the
FOIA  provides that
 
“Where a public authority -
 
(a) reasonably requires further information in order to identify and
locate the information requested, and
(b) has informed the applicant of that requirement,
 
the authority is not obliged to comply with subsection (1) unless it is
supplied with that further information.”
 
Due to the volume of external contracts that ODS have in place that may
include third party painting work, the time needed to undertake the
research is likely to exceed the maximum time allowed to identify this
information. It would therefore be helpful if you could identify your
particular area of interest to narrow the scope of your request and resend
your question.

Further to the email below and your clarification of your request on the
27th May 2021. I can now respond as follows:

 

Please provide information relating to contracts awarded specifically to
Mitie and  Trident Property Services:

 

Please see the table below providing details of the pre paint joinery
expenditure over the last three years.

The additional spend with Mitie is being checked as the information is
held in a system that is in the process of being replaced.

 

ODS uses a list of sub-contractors who are offered the opportunity to
quote for the seasonal pre paint joinery work. The contract is created
when the priced proposal is accepted by the ODS and a Purchase Order is
raised and accepted by the sub-contractor.

 

 

Date that contract was awarded to each company.

 

ODS creates a contract with sub-contractors for regular repeat work
through the issue of a Purchase Order following receipt and acceptance of
a formal quote. A contract is only formed for any work awarded through the
issue of a Purchase Order. The dates that Mitie and Trident carried out
pre paint external joinery work for ODS, including the same work given to
other painting contractors is provided in the table below.   

 

 

Scope of work and locations and dates that work was undertaken by
