I am writing to ask you to clarify your request. We need further details
from you in order to identify and locate the information .Therefore I
would be grateful if you would advise as this isn't specific enough to be
able to respond to as 'works' could be a range of things, what type of
works.? and also that 'since our records began' If a request will take
more than 18 working hours to collate the information, we are not obliged
to provide the information, due to costs so can you be more specific year
or dates.

My response:
The "works" are all project undertaken by Warwickshire County Council, and "since record began" is to allow for the Council's archive practice, e.g., you may limit the records to six years, so asking for just 20 years would be impractical.
I had anticipated this information would be digitised by the finance department to ensure expenditure was being managed; as such, the information would have been available through a simple database check to see what works had been undertaken where and at what cost.
If the time scale is limited to the financial year 2021-2022, would the allotted "18 hours" of work be sufficient?

Please define "Works" further works could include Highways, Engineering
Design Services, Street Lighting, Traffic Signals, Bridges, Transport &
Planning, Road Safety, Property, Strategic Assets? (probably not an
exhaustive list).
Please note If Capital - we don't routinely identify capital projects by
their geographical area.
If this includes all the services then it could well take over the 18
hours even if its limited to the financial year 2021-2022.
I will not be able to take this matter further without this extra
information from you. Please let me know by 23/08/2023.

Seeing as we are in a "loop". Consider this request closed.
It is concerning the Council has been unable to provide a list of "works" or "projects" undertaken and there geographical location. This raises the concern there is either poor financial and resource management or a reticence to supply useful information.
