Dear Health and Social Care Board for Northern Ireland,

Please advise how much money has been furnished by the HSCB to the charity Parenting NI, (Parenting For NI) formerly known as Parents Advice Centre, for the period 2011/12 and 2012/2013.

Please advise how much money, if any, is intended to be furnished to Parenting NI for 2013/2014.

Please advise what, if any, these monies were for.

Please advise what contracts were awarded to Parenting NI, for the above 3 periods, what the contract details were and/or are.

Please advise that the contracts/monies, if any were appropriately tendered and please provide the date of the tender, who applied, as well as copies of Parenting NI's winning application bid to the tender.

Please provide in particular, all relevant tender/bid/contract information regarding the award/continuation of monies by the HSCB to Parenting NI which was in existence, in the previous year (and before if relevant) and which has continued into the year 2012/2013 which is in relation to their role as 'parent reference group facilitators' which is part of the wider Children and Young People's Strategic Partnership (NI).

Please advise the amount of funding received by Parenting NI to do this work, both for this year and for last year and whether or not it was a properly tendered contract to which Parenting NI bid, or whether the charity received monies as part of an existing and previous contract with the HSCB or other agency to which the HSCB is connected.

Please provide who ultimately(name and title) granted Parenting NI the monies to carry out the said contracts, if any.

Please provide details on the duration of any contracts between the HSCB and Parenting NI, if they are recurrent and if not, will the work being done within the said contract continue with a different provider following a new tender. Please provide information as to when that tender, if any, will take place, where it will be advertised and in what media.

Please advise who is responsible in the HSCB for measuring outcomes of any work carried out by Parenting NI whilst contracted with the HSCB and provide copies of any available audits on their contracted work with the HSCB in the above fiscal years as mentioned.

If Parenting NI are contracted to or working with and receiving money from the HSCB please provide where the tender(s) for this work were advertised, when and what how much the contract was for, as well as how much was ultimately awarded and for how long.

Please provide a breakdown for costs/spending as per any contracts and provide any returns from Parenting NI for the last two fiscal years, if applicable, indicating that they have or have not used the money received, as per the contract criteria.

Please advise how many groups/individuals applied for contracts ultimately awarded to Parenting NI by the HSCB.

If monies were received by Parenting NI without a tender/bidding process please advise why and how this fits with the new rules and regulations that stipulate monies cannot be awarded over a certain amount without a formal tender/bid process.

If possible, please provide a copy of Parenting NI's application made in order to bid for any contracts with the HSCB in the last two fiscal years and any pending ones for the next fiscal year. If this is not possible please provide an explanation as to why not.
