Thank you for your email of 24 July requesting, under the Freedom of
Information (FOI) Act, details about the amount of money awarded to
Primary Care Trusts (PCTs) for talking therapies, and copies of
correspondence associated with the answering of the Parliamentary Question
on this matter submitted by Lynne Featherstone MP on 16 July 2009. Your
email has been passed to me for reply.
Attached are copies of all correspondence related to the answering of the
Parliamentary Question, as requested. The spending outlined in the
enclosed table accurately reflects the money allocated to PCTs since the
Improving Access to Psychological Therapies Comprehensive Spending Review
announcement in October 2007.
Please note that some names and contact details of civil servants below
Senior Civil Servant (SCS) grades have been redacted under section
40(3)(a)(i) of the FOI Act, as personal data. The Department does not
accept that there is a legitimate interest in knowing the names of
officials below this level. The nature of the work conducted by civil
servants below SCS grade is such that they are not responsible for
projects and policies of sufficiently high profile as to merit a public
interest in knowing their identities. Accountability for such projects and
policies is properly at SCS grades, and there are mechanisms in place for
holding such individuals to account.
