Funding of nature reserve in Calais

The request was refused by Home Office.

Dear Home Office,

At the location of the former migrant camp 'The Jungle' in Calais a nature reserve called 'Fort Vert' is now being constructed (http://www.conservatoire-du-littoral.fr/...). To my understanding this is partially being funded by the UK. Therefore I would like to request information on the following:

1. Is this money part of the £17m agreement made between France and the UK in March 2016? If not, what agreement was made to facilitate this specific funding?
2. How much money was allocated to fund the nature reserve Fort Vert?
3. What part of the construction and maintenance of the nature reserve is the UK funding being spent on?
4. What is the time period assigned to this funding?

I would also like to request all communiques between the relevant UK and French authorities (La Région Hauts-France/City Council of Calais) concerning the nature reserve Fort Vert at the location of the former migrant camp 'The Jungle'.

Hereby I would like to appeal your decision to not release the information requested. Below I will clarify why I think the response is not sufficient in relation to the questions posed.

1. Is this money part of the £17m agreement made between France and the UK in March 2016? If not, what agreement was made to facilitate this specific funding?

Stating whether or not any funding for Fort Vert is part of the £17m agreement between France and the UK (or whether it is being allocated as part of another agreement) does not require the disclosure of "dedicated expenditure information".

2. How much money was allocated to fund the nature reserve Fort Vert?

This question could also be answered without releaseing "dedicated expenditure information" - a simple sum total would answer the question without giving any details of what exactly it was spent on.

3. What part of the construction and maintenance of the nature reserve is the UK funding being spent on?

This question does not require releasing information about the actual structure and landscape in place at Calais. Were criminals and terrorists interested in the strengths and weaknesses of the security measures in place at Calais, they would presumably visit the site themselves to examine them. Not disclosing general information as to where UK funding is directed (as opposed to the specific materials or equipment is it to be spent on) cannot be considered a serious obstacle to any such criminal activity.

4. What is the time period assigned to this funding?

Again, providing the information requested does not require disclosing "dedicated expenditure information", but rather general information on, e.g. the time period over which the funding will be spent or for which it is intended to have an effect before it must be renewed or assessed.

The FOI request also included the following request: "all communiques between the relevant UK and French authorities (La Région Hauts-France/City Council of Calais) concerning the nature reserve Fort Vert at the location of the former migrant camp 'The Jungle'".
