Funding of holidays for persons in reciept so Social Care Support under the Care Act

The request was refused by Lancashire County Council.

Kenneth Boddington

Dear Lancashire County Council,

With regard to the questions below funded means given money
- by a grant
- by a payment
- by having the amount they are contributing towards their care costs reduced to take account of the costs of their own or their support workers costs
- by some other way.
I would like to know if the Authority in the last three years
- Has funded the costs of food, accommodation and travel in part or in full of support worker(s) accompanying a person on holiday in receipt of social care support under the Care Act.
- If so how many persons have been helped in this way and what was the average and maximum amount funded?
- Funded the cost of a holiday for a person in receipt of social care support.

Yours faithfully,

Kenneth Boddington

Request for information under the Freedom of Information Act 2000

Dear Mr Boddington,

Further to your email of 16 February, we are now in a position to respond
to your enquiry.

People who are assessed as eligible for services may receive a personal
budget. This is an amount of money that is calculated following an
assessment, to meet an individual's needs. Some people may choose to
receive their personal budget as a direct payment. Before any money is
released, the individual is required to develop a support plan that
clearly sets out how they will use their personal budget to meet their
identified needs in ways that are lawful and will keep them safe.

Support plans are unique and personal to the individual, and although
copies are held on electronic records, it is not possible to run reports
that would identify the specific requirements of your request. A manual
trawl through thousands of individual records to extract the data required
would need to completed. This would involve a number of officers being
diverted away from their normal duties to undertake such searches. I can
confirm that the collation of this information would incur a commitment of
resources in excess of the limit of £450 set by the Freedom of Information
and Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI No.
3244 of 2004), which equates to 18 hours of work. Section 12(1) of the
Freedom of Information Act provides that a public authority is not obliged
to comply with a request where to do so would exceed such a limit.

Unfortunately, I am unable to suggest how you could narrow the scope of
your enquiry to bring it under the threshold where we might be in a
position to provide you with information. Even providing one year's worth
of this information would take over the stipulated 18 hour limit.

I am sorry we have been unable to assist further on this occasion. If you
have any queries regarding our response, or you require any additional
information, please do not hesitate to contact us.

Yours sincerely,
