Funding for TEACCH in SEHSCT

Dear South Eastern Health and Social Care Trust (Northern Ireland),

I am sending you this FOI to determine how much money, if any, has been spent by the Southeastern HSCT on the TEACCH program (Treatment and Education of Autistic and related Communication Handicapped Children, namely on providing training in TEACCH to your staff.

This program was developed in North Carolina and has been informally adopted for use in Northern Ireland, to use as a technique of 'intervention' for children and adults who have autism spectrum conditions.

Please advise if the Trust has partly or fully funded training in TEACCH for Trust personnel or if they provided funding to other voluntary or statutory sectors/individuals to facilitate training to Trust staff.

Please provide a break down, if any of the full cost of the training, including flights to bring personnel to N.Ireland, their training fee, admin costs, accommodation, venue/refreshments and costs to accommodate the Trusts own staff during overnight stays, while accessing the training.

If individual employees of the SEHSCT have attended TEACCH training please provide details of all costs involved in facilitating that training and when it took place.

Please refer to ALL the questions above and answer each one.

Please provide answers to the above questions for the years 2009/2010/2011/2012/2013 including pre - arranged future training in TEACCH for this current year.

Dear Sirs

I note this FOI has still not received a response from yourselves. Please answer the FOI.

Also please note that in another FOI sent to the SEELB they advise that the SEHSCT provide a five day training program in TEACCH in March of EACH year and the cost charged to participants is £990 per person. The SEELB stated that the majority of those who attended this training were Trust staff. The SEELB has been able to answer some of my questions pertaining to this matter. I presume the SEHSCT is more than capable of answering this FOI with the rest of the requested information. Please answer the FOI. Thank you.

I sent an FOI to the SEHSCT which is now overdue in its response. By law, the SEHSCT should have responded promptly and by 5 July 2013.

I have not received an acknowledgement that the response is overdue, pursuant to my message stating same. I have also not received a request by the SEHSCT asking for more time to answer the FOI.

Dear FOI Request,

You did not answer my questions fully. I asked what the total cost was/is for a specific time period to pay for TEACCH personnel to come to Northern Ireland. While I appreciate your response stating costs are met by charging out to others, you did not state what the total cost of the training is BEFORE you charge it out.

You also did not verify with number amounts any proof that those costs are met. Please provide a cost breakdown with numbers of how much it costs each year to bring TEACCH personnel here, coupled with the proof of the recuperation of those costs.

For the year 2013, I note that the SEHSCT in tandem with Middletown Centre for Autism both hosted a TEACCH training event at Middletown Centre in Armagh.

Please confirm what the cost was to hold this event, as well as how much of that cost was recuperated (in numeral figures).

thank you for answering this FOI. It made for very interesting reading. The Trust held a conference then "recuperated" the costs back from it's own budgets (Trust members of staff were funded to attend their own Trusts' training) The use of the term "recuperated" means the Trust technically received monies back, but those monies inevitably and ultimately did come from the same Trust's budget.

Please note that in another FOI made to the SEELB they state unequivocally that the majority of attendees to the TEACCH training come from Trust staff. (see here: https://www.whatdotheyknow.com/request/f... )

Bearing that in mind, the costs of providing the TEACCH training is NOT as you say "recuperated" but is paid to the Trust via alternate budgets.

PLEASE ADVISE CLEARLY how many Trust staff attended the March 2013 TEACCH training and how much the Trust paid to enable those staff members to attend. The cost of the training is approximately £990.00. Clearly staff were not expected to pay for this training out of their own pocket.

Please advise then

1. How many Trust staff attended the 2013 training
2. The total cost TO THE TRUST for allowing those staff members to attend. For further clarification please advise what budget those costs were taken from.
