I have not been able to divulge individual transactions at a budget code
level as this would include named individuals salary costs charged to
pathfinder. This would result in the personal information of third parties
being made available and would not be in accordance with the provisions of
the data protection act 1998. The information is therefore exempt under
section 40 (2) of the Freedom of Information Act 2000. We are also unable
to provide individual budget codes and all transactions which are unique
to the council which could allow another institution, provider or
individual to perhaps raise invoices quoting our reference codes etc, we
believe this could leave us open to potential fraud. We have therefore
applied the exemption of section 41 as this information is confidential.
We have considered the public interest and feel on balance there is a
greater public interest in maintaining confidentiality as if we were to
disclose such information, it may make providers less likely to work with
us again and reduce the ability of the Council to obtain best value.
I hope that this information deals with your request, however if you are
dissatisfied with the handling of your request, you have the right to ask
for an internal review. Internal review requests should be submitted
within two months of the date of receipt of the response to your original
request and should be sent to Chief Executives Department, Legal Services
Division, Level 3, Civic Centre, Hartlepool, TS24 8AY,
[email address].
If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at: Information
Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9
