Funding for Free Schools

Dear Department for Education,

I note with interest that the next Government intends to protect the Schools budget so there should be a real-terms increase during the parliament. This will be to fund 500 new free schools.

I'm concerned about this and think any form of education should be properly and adequately funded with robust oversight through an empowered Governors Committee. Otherwise, they will be stretched and can underperform.

What bothers me most is that figures which schools can plan on pupil premium for 2015/16 appear to be allocated on pupil numbers about 18 months out of date. When many schools, especially failing ones are reorganising, the assumption is untenable

I'd like to ask
a) what is the "basic need" spending which is intended to be allocated to building free schools in this parliament from 2015 onwards?
b) is any consideration being given to the provision of special needs education in response to projections built from Joint Strategic Needs Assessments?
c) what is the 2015/16 funding of pupil premium by local authority for Portsmouth, and parliamentary constituencies of Portsmouth South and Portsmouth North based on the number of pupils on the roll in January 2015 including below
- can you specify specifically the funding for children in care
- can you specify specifically the funding for "service children" (or those in armed forces)
- can you specify specifically the funding for children assessed as requiring SEN

Not under freedom of information
where can parents go if they feel pupil premium money for children with SEN (e.g. autism) is not being spent to serve their childrens' needs if the problem cannot be resolved locally
(a) in the case of a school funded by the local authority
(b) in the case of a school funded more directly from the Department of Education
