Dear Sheffield City Council,

CESP funding is given for a specific area and the properties identified within a distinct location. It is available for all properties within that area. Those are the rules.

Why are you inferring you are thinking of re-directing this funding to other parts of the Council?

Lansdowne and Hanover were being looked at as a Solar City pilot project.Did the Council send paperwork in time to access the 43p etc FITS?

If not what was the reason for missing this opportunity? You had sufficient time to do this.

Who did you unsuccessfully bid with for ERDF funding?
In what organisations name was this European funding bid made and on what date?

How much grant money has the Council accessed for the Lansdowne/Hanover cladding project to date?

Thank you for your reply however it is not really an appropriate reply when the Council has broken the law by not giving an answer within the legally prescribed time frame.

You do not appear to take this matter very seriously which is not very good. The Star newspaper ran an article where John Mothersole, the chief executive stated you reply to 91% of enquiries within time.
This does not appear to be reflected on this public web site and i would appreciate my reply today.

I am writing to request an internal review of Sheffield City Council's handling of my FOI request 'Funding for energy saving schemes'.

What i have asked are simple questions, and you have not replied within time. You do not seem to have any notion that this is breaking the law.

With reference to your email of 19^th January 2012, requesting a review
regarding the lateness of response to your Freedom of Information request
dated 14^th December 2011.
 
Firstly, on behalf of Sheffield City Council, I offer my unreserved
apologies for our failure to meet our statutory timescales on this
occasion.
 
I have reviewed your original request, and contacted the service that
responded to your enquiry to investigate the cause of the delay.
 
When your request dated 14^th December 2011 was received, it was forwarded
to the Sustainable Development and Housing, Enterprise and Regeneration
Services, and subsequently, to Sheffield Homes.  Colleagues in Housing,
Enterprise and Regeneration Service agreed it would be most appropriate
for them to lead on the response.
 
I have discovered that following this, your request was overlooked during
the Christmas period, and our monitoring processes failed to pick this
up.  Again, I can only offer my sincere apologies for our failure to
respond adequately.  
 
I have reminded the Service concerned, that failure to meet our statutory
responsibilities under the Freedom of Information Act and Environmental
Information Regulations 2004 is not acceptable.  I have asked them to
re-familiarise themselves with their responsibilities under the Act, and
also the Sheffield City Council policy for dealing with requests. 
 
If you are not content with the outcome your complaint, you may apply
directly to the Information Commissioner for a decision. Generally, the
Commissioner cannot make a decision unless you have exhausted our
complaints procedure. The Information Commissioner can be contacted at:
