Funding for carers 2018/19

We're waiting for The Coalition of Carers in Scotland to read recent responses and update the status.

I request the following recorded information under the terms of the Freedom of Information (Scotland) Act 2002

In its 2018/19 budget the Scottish Government allocated £66 million to local authorities for the following purpose:
'In 2018-19 we will provide an additional £66 million to bring the Carers (Scotland) Act 2016 into force, to continue to support the delivery of the Living Wage for adult social care workers, and to increase payments for free personal and nursing care.'

This resource was designed in part to implement the duties within the Carers (Scotland) Act 2016, including the duty to provide support to carers to meet their eligible needs.

Please provide a full breakdown of what the money allocated to implementing the duties in the Carers (Scotland) Act 2016 was spent on in the financial year 2018 / 2019. Please use the following headings below to set out how it was spent

1. Strategic carer posts in HSCPs
2. Carers support posts in HSCPs
3. Allocated to local Health Board (including implementation of Section 28)
4. Funding to carers centres

5. Funding to young carers services (including funding directed to young carers through local carers centres

Further to your request for information under the Freedom of Information
(Scotland) Act 2002 relating to the above I am now able to respond.

 

The following response was prepared and provided on behalf of Social Work
& Integration:

 

1.       Strategic carer posts in HSCPs  - None

 

2.       Carers support posts in HSCPs   £14k - For carer posts in
reviewing teams- delay in recruiting so part year for LDT; delay in social
care and health until 2019

 

3.       Allocated to local Health Board (including implementation of
Section 28) - None

 

4.       Funding to carers centres (please provide breakdown) –  £108k

Hospital liaison, and information and training officer posts;  to update
IT provision

 

5.       Funding to young carers services (including funding directed to
young -carers through local carers centres (please provide breakdown) -
£19k

Support to young carer groups; first aid training for YCs; young carer
health card

 

6.       Funding to other third sector orgs (please provide breakdown) -
None

 

7.       Short Breaks / respite / replacement care (adult carers) £4k

Replacement care and breaks for carers following ACSP

 

8.       Short Breaks / respite / replacement care (young carers) - None

 

9.       Allocated against loss of income for waiving charges for carers
(please separate this from resources allocated to short break services or
replacement care)   - None

 

10.   Other direct carer support (adult carers) - None

 

11.   Other direct carer support (young carers) - None

 

12.   Awareness raising of the Carers Act   None – Within current
resources and funding to carers centres

 

13.   Carer engagement / consultation activities   None – Within current
 resources and funding to carers centre

 

14.   Other (please provide breakdown) - None

 

15.   Used for a different purpose, other than supporting carers and
implementing the Carers Act (please provide explanation)  - Delays in
implementation resulted in £176k of allocated funding being used to
contribute towards SBC costs associated with the Carers Act but not
directly attributed to the project.

 

Note: It is taking time to embed the Act and ensure carers are aware of
their rights and receiving the appropriate support.   The funding is being
increasingly maximised as carer support is promoted and carer support
plans increase.
