Dear Mr Redwood,

Freedom of Information Request F18-381

Thank you for your request for information as copied below.  You have
asked us several questions regarding All-Party Parliamentary Groups
(APPGs) which we have sought to answer below.

 1. Could you send me the rules for funding of all-party parliamentary
groups (APPGs)

This information is held by the House of Commons. The rules for All-Party
Parliamentary Groups, including accounting rules, are set out in the Guide
to the Rules for APPGs, which are published on the parliamentary website
here:
[1]https://www.parliament.uk/about/mps-and-...

As this information is reasonably accessible to you otherwise than under
the Freedom of Information Act 2000 (FOIA), your request is refused. In
refusing your request the House is applying the exemption set out in
section 21 (1) and (2) (a) of the FOIA.  This is an absolute exemption and
the public interest test does not apply.

 2. Could you send me information as to when the funding of all-party
parliamentary groups (APPGs) was last reviewed?

This information is held by the House of Commons. The Select Committee on
Standards reviews the rules for APPGs and the Committee’s last report on
the APPG rules was in 2014.

 3. Could you send me a list of all all-party parliamentary groups (APPGs)

And

 4. Could you send me a list of funders of all-party parliamentary groups
(APPGs) or assist in where and how this may be obtained.

This information is held by the House of Commons.  Each APPG has to
register and give details of donations they receive, whether in money or
in kind, subject only to a few exceptions. (These are explained in
Appendix 1 to the Guide to the Rules.) The Register will show any
donations received in the last 12 months if these amounted to over £1500
from a single source in the calendar year. This information is published
on our website here:
[2]https://www.parliament.uk/mps-lords-and-....

As the information you request is reasonably accessible to you otherwise
than under the Freedom of Information Act 2000 (FOIA), your request is
refused. In refusing your request the House is applying the exemption set
out in section 21 (1) and (2) (a) of the FOIA.  This is an absolute
exemption and the public interest test does not apply.

 5. Could you send me the accounting rules for all-party parliamentary
groups (APPGs)

This information is held by the House of Commons and details were provided
in our answer to question 1.

 6. Could you send me information as to where information might be
obtained on all-party parliamentary groups (APPGs)

This information is held by the House of Commons and, as we have already
confirmed, information about APPGs can be found on our website.

You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
internal review of any decision regarding your request.  Complaints or
requests for internal review should be addressed to: Information Rights
and Information Security Service, Research & Information Team, House of
Commons, London SW1A 0AA or [3][House of Commons request email].  Please ensure
that you specify the full reasons for your complaint or internal review
along with any arguments or points that you wish to make.

If you remain dissatisfied, you may appeal to the Information Commissioner
at Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF,
[4]www.ico.gov.uk.

Yours sincerely,
