Dear Arts Council of Northern Ireland,

I'm contacting you to find out how The Arts Council of N. Ireland could justify funding guitarist Mark McKnight to record "Overnight" abroad in 2009 given the existance of facilities and engineers present in Ireland / N. Ireland

Are projects such as this put to tender, and if so, what process is followed?

Is there a database that producers or facilities can sign up to to be included in a tendering process?

In response to your request, I would advise the following:

I'm contacting you to find out how the Arts Council of N. Ireland could
justify funding guitarist Mark McKnight to record "Overnight"abroad in
2009 given the existance of facilities and engineers present in Ireland /
N. Ireland

All applications to schemes under the Support for the Individual Artist
Programme, including the Self-arranged Residency scheme, are assessed
against the criteria stated in the Guidance Notes for the programme, which
are available on our website.

Are projects such as this put to tender, and if so, what process is
followed?

Tender actions in relation to expenditure which will be incurred as part
of an awarded grant are the responsibility of the grant recipient.  Grant
recipients are advised in their letters of offer that they must obtain
best value for money in the purchase of all goods, services or works
connected with the project.   Please note, however, this stipulation is in
respect of the funded elements of a project only.

 Is there a database that producers or facilities can sign up to to be
included in a tendering process?

No such database exists.
