and Ethnic Minority sports groups in each of the past two years.
Also how many BME organisations were given funding in each of the
past two years and what proportion this was to the total number of
organisations funded.

I write in response to your Freedom of Information request received on
26^th September 2014 in which you asked;

 

·         how much funding has been given to Black and Ethnic Minority
sports groups in each of the past two years.

 

·         how many BME organisations were given funding in each of the
past two years and what proportion this was to the total number of
organisations funded.

 

Sport England supports people across all communities to play community
sport and it is not always possible to identify whether a particular group
in receipt of funding considers itself to be BME. However, since February
2013, during the assessment process of applications for funding, Sport
England have recorded a project as having a focus on BME when our
assessors consider 90% or more of the intended participants are likely to
be BME. Since this approach was adopted in February 2013, 46 awards have
been granted to such projects. Two are Exchequer awards and the remainder
are National Lottery funded, with a total value of £2,287,105. In the same
period, 3,671 awards were made overall.

 

In addition, Sport England is investing £1,000,872 in Sporting Equals for
the period April 2013-March 2015 to provide support to National Governing
Bodies and the sector on BME & faith issues.  Sporting Equals works with a
range of BME and faith groups to help them apply for funding from Sport
England investment programmes. So far  it has helped these groups access
an estimated £20,000 funding from Sportivate, a Sport England programme
which provides 6-8 week coaching opportunities (in boxing, football,
swimming, tennis, multi-sport activities, and more) for young people aged
11-25, and £42,000 from the Inspired Facilities fund which provides grants
to modernise and upgrade sports club facilities.

Thank you for your email to Matthew Ramsey of 18 October 2014 which we
have treated as a request for an Internal Review in relation to your
recent request for information (ref FOI – 000159). I am sorry to hear that
you were not happy with the way that your request for information has been
handled.

 

Internal Reviews are processed under our Complaints Procedure

who is responsible for responding to requests for Internal Review.  My
role in conducting the Internal Review is to determine whether we have
handled your request satisfactorily and in accordance with the provisions
of the Freedom of Information Act 2000 (‘the Act’).  The Information
Commissioner advises that in conducting an Internal Review, a public
authority should thoroughly reconsider the decision and handling of the
request. For this reason, I have read the documents on the FOI file and
spoken with Matthew Ramsey, the Interim FOI and Data Protection Manager,
and Cathy Hughes, Head of Equality and Diversity. I have ensured that an
impartial and objective reconsideration of your request has taken place.

 

Your request and how we dealt with it

 

By email dated 26^th September 2014 in which you requested the following
information;

 

·         how much funding has been given to Black and Ethnic Minority
sports groups in each of the past two years.

 

·         how many BME organisations were given funding in each of the
past two years and what proportion this was to the total number of
organisations funded.

 

On 16 October, Matthew responded to your request providing you with the
information which Sport England holds pertaining to above.

 

My review

 

I understand from your email of 18 October that you have concerns about
the data provided, rather than the manner in which your most recent
request for information was dealt with. An Internal Review seeks to
examine whether your request for information was dealt with satisfactorily
under the Act.

 

It is my view, that Matthew has properly responded to your request of 26
September 2014 in providing you with the information you requested however
he should have been clearer in explaining that Sport England does not hold
for single, simple totals of BME funding for each of the past two years.
Sport England does not compile such statistics – we should have made this
explicit by explaining to you when we provided the information on 16
October, that we do not hold the information in the requested form.

 

Sport England is only obligated under the Act to provide information that
it holds. In this instance however, we sought to provide you with what
information and figures we do hold in order to assist with your request
for information regarding BME funding in the past two years.

 

Potential next steps

 

I believe that we have acted properly and in accordance with our
obligations under the Freedom of Information Act 2000 in dealing with your
request for information.

Review, if you are still not satisfied, you have the right to complain to
