Full postal addresses for MWA providers

We're waiting for D. Moore to read recent responses and update the status.

Dear Department for Work and Pensions,

This request concerns the names of placement providers for MWA ("workfare") which the Court of Appeal ordered you to release in June 2016:

Please provide me with the same list of names together with the full postal addresses of the placement providers. In cases where the placement provider has more than one address, I would be content with the first address which appears alphabetically. For example, the British Heart Foundation probably had a large number of placement providers. But if it had only two, say, 1 Acorn Street and a 1 Beech Street – I would want only the full postal address for 1 Acorn Street.

I understand that the operation of DWP databases can be very expensive and difficult. If you are unable to comply with my request, let me know what the difficulties are and I might be able to modify or refine it. Appropriate section 16 advice and assistance would be very much appreciated if you can't process my request .

Dear Department for Work and Pensions,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Full postal addresses for MWA providers'.

Your refusal notice fails to specify the specific limb of section 32 that you are relying on. If your position is that the information I have requested is held by the Department "only by virtue of" being in a court document, I disagree. The information I seek was held by the Department before any court action commenced. In requesting the names (and addresses) that you were ordered to release by the Court of Appeal, I am requesting information held not only in a court document.

I would appreciate a substantive response within 20 working days:

"The Act does not stipulate a time limit for the completion of an internal review, although section 45 of the Code of Practice associated with the Act states that they should be dealt with in a reasonable timeframe. The Commissioner’s view is that a reasonable timeframe is within 20 working days or, in exceptional cases, 40 working days."

Dear DWP CEP Correspondence,

I am not satisfied with your response. You wrote:

“Under section 16 of the Act we will try to assist you to narrow your request so that it might fall  within the cost limit. Many of the 500+ hosts are national organisations whose contact details would be reasonably accessible to you.  If you were to submit a revised request for the postal addresses of any  organisations that you were unable to trace from reasonably accessible information, we would consider that request, but could not guarantee that it would fall within the cost limit.”

Given that I do not know the postal addresses which I seek I do not understand how you believe that I could obtain any of them from “reasonably accessible information”. Some of the large national charities who were involved in MWA denied involvement on the grounds that it was individual branches who agreed involvement – local arrangements. I don't know what reasonably accessible information could distinguish those individual branches which participated in MWA from those which did not.

Your response has also failed to take into account my request for the address of only one placement host from each of the 500+ national organisations disclosed, in circumstances where all of the information cannot be provided.
