Can you confirm that you are taking in African refugees under the Government's full dispersal scheme?
I understand that all council authorities are required to take these people in and note with interest that this definitely has been happening on some scale nationwide.

Further to your query, reference FOIA 1689504 Wirral Council Resettlement
Service can confirm that the Home Office does place asylum seekers in
Wirral under their asylum dispersal programme, all of whom are housed by
the Home Office’s contracted delivery partner.

The asylum seekers placed in Wirral are from a wide range of areas
globally, including Africa, although the personal information of
individuals is not shared with the Council whilst they remain an asylum
seeker and the Council does not have specific figures of nationality at
any given point in time.
