Full dispersal scheme

Robert Toone made this Freedom of Information request to Council of the Isles of Scilly Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

The request was successful.

Dear Council of the Isles of Scilly,

Can you confirm that you are taking in African refugees under the Government's full dispersal scheme?
I understand that all council authorities are required to take these people in and note with interest that this definitely has been happening on some scale nationwide.

Yours faithfully,

Robert Toone

FOI (Isles of Scilly), Council of the Isles of Scilly

Dear requester,

We have noted your FOI request, but before we take it forward we want to confirm with you that you actually are aware of what and who we are, and how our data actually might not be of much value to you, and could even adversely affect your data-set (as we do with all the FOI requests we receive).

We are the smallest unitary authority in England and Wales. We are a small group of islands 28 miles off the coast of Cornwall, with a population of around 2,400 people.

We do have the mechanisms of a unitary authority though, but obviously on a much smaller scale than other local authorities, and we even run additional services like an airport.

Here are some facts that may help with your enquiry:

We have no local authority-run schools here, only the Five Islands Academy ([email address])
We have three 'A' roads, in total 9 miles of raod
We have no high-rise buildings (max 4 stories)
We have no local authority bus service
We have no taxi licensing
We have no casinos or nightclubs
We have no car parks or parking spaces from which we collect fees or charges
We have no parking inspectors and we do not issue fines for parking offences
We have no kennels, catteries, dog pounds or animal shelters
We have no licenced dog breeders, home dog boarders or dog day cares
We have no zoos
We have no pet shops selling live animals
We have one local authority care home
We have no assets of community value
We have no contaminated land

As of 1 April 2020 our water and sewerage provision changed when it came under the control of South West Water.

If you are enquiring about public health funerals, please contact Cornwall Council FOI : [email address]

If you are enquiring about financial services or finance software, please contact Cornwall Council FOI as they provide our financial services : [email address]

If you are enquiring about looked-after children, vulneable adults, or homlessness statistics, please be advised that we unfortunately often have to refuse requests of this nature (under an exemption in Part II of the Freedom of Inforamtion Act) as, due to our small numbers, if we were to release the information it might be possible to identify vulnerable individuals based off that information. But we of course evaluate this on a case-by-case basis.

Our Council officers are busy and have small teams, and this also is true of the FOI department where we field enquiries every day. Some of these enquiries are clealry national circulars to all local authorities, and often our data is not of use to them due to our obviously unique situation, which they may not have been aware of at the time of sending their request.

As such, if you do wish to proceed with your FOI request, I ask that you reaffirm to us that this is the case. Simply respond to this email that you do intend to proceed. If we don't hear from you then we'll presume that you do not wish to proceed.

If you have any questions or need any clarification on the above points please don't hesitate to be in touch.

With best wishes, from the FOI team on the Isles of Scilly
