Thank you for your information request of 6 June 2019 and please accept
our sincere apologies for delay in getting back to you. Aberdeen City
Council (ACC) has completed the necessary search for the information
requested. Our response is now detailed below.
I would like to request the amount of diesel fuel you have bought each
year since 2014 – 2019. Can this information be supplied in Litres of
diesel and the cost to the council per year.

The litres of diesel for 2014/15 and 2018/19 are not available in an
easily retrievable format. It will take an officer 28 days to check each
individual transaction to obtain the information. There are 588
transactions for 2014/15 and 1928 transaction for 2018/19.
The 28 days are calculated thus:
588 + 1928 = 2,516 transactions
2,516 x 5 minutes (per transaction) = 12,580 minutes (209.67 hours)
209.67/ 7.4 (number of hours in a working day) = 28 days.
Please note that the costs for these years have been take from the account
code for diesel.
ACC is unable to provide you with information on litres of diesel for
2014/15 and 2018/19 as it is excepted from disclosure. In order to comply
with its obligations under the terms of Regulation 13 of the EIRs, ACC
hereby gives notice that we are refusing your request under the terms of
Regulation 10(4)(b) – Manifestly Unreasonable - of the EIRs.
In making this decision ACC considered the following points:
ACC considers that this request is manifestly unreasonable as the length
of time required to collating all the information requested would
seriously impede on the ACC’s duty to provide other services to the
public. There would also impact on the officer’s (who would examine each
transaction) daily tasks and other duties.
ACC would be happy to discuss ways in which you may refine your request,
so we can provide some information of interest to you that would not
impact on other duties of our officer . Please do contact the Access to
Information team, who will be happy to advise you, if this is something
you would like to pursue.
INFORMATION ABOUT THE HANDLING OF YOUR REQUEST
As the information which you requested is environmental information, as
defined under Regulation 2(1) of the Environmental Information (Scotland)
Regulations 2004 (the EIRs), ACC considered that it was exempt from
release through FOISA, and must therefore give you notice that we are
refusing your request under Section 39(2) of FOISA (Freedom of
Information (Scotland) Act 2002). However, you have a separate right to
access the information which you have requested under Regulation 5 of the
EIRs, under which ACC has handled your request. Please refer to the
attached PDF for more information about your rights under the EIRs.
