Re Frontier House
Please could you tell me when Frontier house was registered by Kent Council. When registration started and when it was withdrawn.
Please could you tell me what other establishements were registered by Kent Council to Mr Persich, one of which could have been Mildreds in Ramsgate.

Please could you send me the inspection Reports on Frontier House, registered by Kent Council, whilst it was open. The reports I believe were six monthly.
Please could you send me the Report on the investigation by Kent Council and Police, in approx. 1994.
Please could you tell me if there are any other reports held or commissioned by Kent Council on Frontier House or Mr Persich after the child abuse was found.

Thank you for your request for information. Please accept my sincere
apologies for the delay in responding to you. This was due to difficulties
in first locating the information you requested, then retrieving the
appropriate records from archives and then reviewing the file content. I
appreciate that as a result, KCC has failed to comply with statutory
timescales on this occasion.

 

I have answered each of your questions in the order you raised them.

 

Please could you tell me when Frontier house was registered by Kent
Council. When registration started and when it was withdrawn.

 

The records suggest that Frontier House was registered on the 12/1/93. The
registration was ended on the 8/11/95 but was appealed by the Persichs, so
the ending of registration was finally ratified on the 12/1/96.  

 

Please could you tell me what other establishments were registered by Kent
Council to Mr Persich, one of which could have been Mildreds in Ramsgate.

 

Other than Frontier House, there were three satellite units; Elm’s Avenue,
St Mildred’s Road and Redberry Cottage.

 

Please could you send me the inspection Reports on Frontier House,
registered by Kent Council, whilst it was open. The reports I believe were
six monthly.

 

We have been unable to locate any inspection reports per se although we
have found a mention of visits within a brief report by Geoff Senior,
Inspection Officer, dated 12^th June 1995. This states that Frontier House
was subject to announced and unannounced visits on 7 occasions between
May1993 and January 1995. The dates of these visits was recorded as
follows:-

 

20/5/93; 6/7/93; 2/8/93; 20/1/94; 3/5/94; 21/6/94; 6/1/95. However, as
already stated, we have not been able to locate any specific reports
relating to these visits.

 

Please could you send me the Report on the investigation by Kent Council
and Police, in approx. 1994.

 

There are several reports provided to Strategy Meetings between February
1995 and October 1995. These reports were written by a Senior Practitioner
and are dated as follows;-

 

15/2/95; 17/3/95; 21/4/95; 16/5/95; 30/6/95; 19/7/95; 23/10/95. However,
as the reports relate to and discuss children at the home, the information
contained within them is considered personal data and is exempt from
disclosure under section 40(2) of the Freedom of Information Act 2000.

 

Please could you tell me if there are any other reports held or
commissioned by Kent Council on Frontier House or Mr Persich after the
child abuse was found. 

 

We could not find any other references to any other commissioned reports
by KCC aside from those detailed above.

Although respect the fact that there may be personal data of children, in order that I may see the other content, could you redact the personal data of children just from the 23/10/95 meeting and send me a copy.

I am pleased to attach a copy of the report by Geoff Senior relating to
Frontier House. You will notice that there were six inspections prior to
May 1993 which I was unaware of when drafting my original response. I am
sorry for any confusion.

 

I have revisited all the reports by the Senior Practitioner and have
decided the entire contents remain exempt from disclosure for the reasons
stated previously. If we remove the child specific information, we would
essentially be providing you with blank piece of paper save for the title
which in the case of the October 1995 report would appear as follows:-

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Kent County Council's handling of my FOI request 'Frontier House, Kent'.

I am thankful for the information that has been provided.
However the following statement does not appear to have the title "I have revisited all the reports by the Senior Practitioner and have decided the entire contents remain exempt from disclosure for the reasons
stated previously. If we remove the child specific information, we would essentially be providing you with blank piece of paper save for the title which in the case of the October 1995 report would appear as follows:-
"

I find it hard to believe that as these are reports that I believe are the Reports by Sheila Travers, Senior Practitioner of Dover Social Services, detailing joint investigations of Police and Social Services, that all the information has to be withheld except the title. I believe that there should some information which is non child specific, eg names of people other than children, titles, dates, places, general concepts etc

The ICO advice is

Give an indication of how much text you have redacted and where from. If possible, indicate which sections you removed using which exemption.
Provide as much meaningful information as possible. For example, when redacting names you may still be able to give an indication of the person’s role, or which pieces of correspondence came from the same person.
As far as possible, ensure that what you provide makes sense. If you have redacted so much that the document is unreadable, consider what else you can do to make the information understandable and useful for the requester.

An independent officer who was not involved with your original request will investigate your complaint and review our original response on behalf of the Head of Paid Service. Their reply will be forthcoming within 20 working days from receipt (by 22nd September 2016)

Further to your request that Kent County Council reviews its stance to
withhold the senior practitioner’s reports in their entirety, I have now
revisited the reports and have removed all identifying personal
information that falls under the section 40(2) exemption to disclosure. I
have attached the 23rd October 1995 report for your information as this
was the example originally discussed in our previous communications.

 

If this meets your requirements and you want sight of the other six
reports, also with personal information removed, you will need to provide
me with a postal address so I can either send you electronic copies on a
CD-ROM, or send you paper copies. This is because the size of the redacted
reports exceed the maximum file size that can be transmitted across our
network.

 

I trust that this explanation now satisfies your complaint. However, if
you are still unhappy, you can appeal to the Information Commissioner, who
oversees compliance with both the Freedom of Information Act 2000 and the
Data Protection Act 1998. Details of what you need to do, should you wish
