Freedom Pass for all from age 60 - When, How, How Much?

Dear Hounslow Borough Council,

As part of his campaign for re-election as Mayor of London, Boris Johnson promised to make the Freedom Pass available to everyone from age 60.

When - how soon - is this change to be introduced?

Will those over 60 now be able to claim refunds for their public transport fares in London since May 3rd 2012?

How will the change be implemented - at present each London
councils is responsible?

Will the pass be usable only in London, or will it permit travel on local buses outside London?

How much will this scheme cost the taxpayer?

How will it be funded - presumably London taxpayers will pay - whether it is funded by TfL or by the councils themselves?

How much extra Council Tax will those liable have to pay on average to provide free travel on public transport to everyone from age 60, including many in full time work?

What is the justification for this new burden on the taxpayer, including those who are not in work?

Dear PARKINGCOMPL,

Thank you for your reply, which is the effect that the information I am seeking is available on the London Council's website.

However I am not impressed that it has taken you 3 weeks to say this.
Furthermore it is not correct, as the answers to a number of my questions are not available from London Councils.

Please explain why it took you as long as 3 weeks to provide the very brief answer you have given, bearing in mind the duty to answer promptly.

In addition:

Please confirm whether the council had any contact with any of the 7 mayoral candidates on these issues between March and May this year.

Please confirm whether the council has had any contact with London Mayor or with TfL or with London Councils on these issues at any time since the start of 2011.

If there has been any such contact, please provide dates and some information as to its nature.
