Freedom of Information Request – Permit Notification Policy & PCN Revenue Data
Dear Greenwich Borough Council,
Under the Freedom of Information Act 2000, I request the following information regarding the council’s parking permit renewal notifications and associated Penalty Charge Notices (PCNs):
1. Permit Renewal Notification Policy
a) Paper Notifications:
On what date did the council cease sending paper reminders for parking permit renewals?
How were residents informed of this change (e.g., email, postal letter, website notice)? Please provide copies of communications.
b) For the period 1 January 2013 to 31 March 2025:
How many permit renewal reminders were sent by post annually?
How many were sent by email annually?
c) Does the council use SPF, DKIM, or DMARC protocols to authenticate permit renewal emails? If yes:
Provide copies of email authentication audit reports for the last 5 years.
How many permit renewal emails failed delivery due to spam filtering in the last 5 years?
2. PCN Data for Lapsed Permits
a) For each financial year from 2013/14 to 2024/25:
How many PCNs were issued for vehicles with lapsed/resident permits?
What was the total revenue collected from these PCNs?
How many of these PCNs were successfully appealed?
b) For 2024/25 to date:
How many PCNs for lapsed permits were appealed on grounds of failed renewal notifications?
How many such appeals were successful?
3. Policy Review & Complaints
a) Has the council conducted any reviews of its decision to cease postal permit reminders? If yes:
Provide copies of findings, including any analysis of increased PCNs post-policy change.
b) How many complaints has the council received about permit renewal notifications since 2013?
