Freedom of Information Request - Housing Priority and Waiting Time

We're waiting for Paige to read a recent response and update the status.

Dear Greenwich Borough Council,

I am writing to make a formal request under the Freedom of Information Act 2000 for information regarding the housing priority and waiting time for a 2-bedroom property in Greenwich Council. Please provide the following information:

1. The number of individuals who hold a priority B1 (as defined by Greenwich Council) for a 2-bedroom property, where the date of priority allocation is earlier than the 13th of September 2022.

2. The current waiting time to be selected for a property for myself who was granted priority for a 2-bedroom property on the 13th of September 2022 due to domestic violence. I have submitted supporting letters from the Police and Social Services, clearly stating that my current home is not safe.

Please provide the requested information in the form of a written response or electronic communication, according to the provisions of the Freedom of Information Act 2000. If it is necessary to withhold any information, please clearly state the grounds for doing so.

I understand that under the Freedom of Information Act 2000, you are required to respond to my request within 20 working days from the date of receipt. If for any reason you are unable to meet this deadline, please inform me promptly.

Our response is as follows: 

 

I am writing to make a formal request under the Freedom of Information Act
2000 for information regarding the housing priority and waiting time for a
2-bedroom property in Greenwich Council. Please provide the following

1. The number of individuals who hold a priority B1 (as defined by
Greenwich Council) for a 2-bedroom property, where the date of priority

There are 797 individuals.  This figure is based on Choice Based Letting
list entries with a Band B1 priority and either a Live or Suspended
status, where 2 bedroom is identified in either the minimum or maximum bed
need and where the registration date is 12^th September 2022 or before. 

 

 

2. The current waiting time to be selected for a property for myself who
was granted priority for a 2-bedroom property on the 13th of September
2022 due to domestic violence. I have submitted supporting letters from
the Police and Social Services, clearly stating that my current home is
not safe. 

 

This information is exempted as personal information is being requested. 

Section 40(2) of the FOIA provides that information is exempt from
disclosure if it constitutes personal data and either the first or the
second condition in section 40(3) is satisfied.  The first condition in
section 40(3) states that the disclosure of personal data would (i)
contravene any of the data protection principles, or (ii) section 10 of
the DPA.  The Council considers disclosing the withheld information would
breach the Data Protection Act 2018.  Disclosure would be unfair and would
breach the first data protection principle.   

 

Personal data is defined in section 1(1) of the DPA 2018 as: -  

 

“data which relate to a living individual who can be identified from those
data, and other information which is in the possession of, or is likely to
come into the possession of, the data controller, and includes any
expression of opinion about the individual and any indication of the
intentions of the data controller or any other person in respect of the
individual.” 

 

The withheld information is the personal data of a data subject. The
Council believes that disclosure of the information would not be in the
reasonable expectations of the data subject. Consequently, the Council is
satisfied that it is appropriate to withhold the details of the requestor
on the basis of section 40(2) of the FOIA.  

 

Please note that any waiting time is an average. Every individual’s
waiting time is unique and depends on a number of factors we cannot
anticipate, such as how often the applicant bids and for what homes they
bid. The actual waiting time can therefore be a lot shorter or longer than
the average. It also depends on the supply of homes, which changes all the
time 

 

The response to this question will be provided to you directly by the
Directorate of Housing and Safer Communities.

for an Internal Review.  Internal review requests must be submitted within
two months of the date of receipt of the response to your original

apply directly to the Information Commissioner (ICO) for a decision. 
Generally, the ICO cannot make a decision unless you have exhausted the
