Freedom of information request-Empty properties

The request was refused by Thurrock Borough Council.

Dear Thurrock Borough Council,

I am writing to request the addresses of any empty properties that are privately owned, council owned or commercial of which you have knowledge. I do not require any information covered by the Data Protection Act.

I am a property investor with a substantial local portfolio, and my intention is to refurbish the properties and bring them back into local use. I believe this process may prove of benefit to the council as it will generate council tax and help towards relieving the local housing situation.

When considering your response would you kindly note of a recent ruling re: Camden borough Council. (Case No; EA/2011/0007, Voyias v. London Borough of Camden).
