Freedom of Information request compliance
Dear University of Manchester,
I would like to know, during each of the calendar years 2019, 2020, 2021, 2022, and 2023 (to date)
(i) On how many occasions has the University of Manchester failed to respond to a Freedom of Information Act request within the statutory 20 working day time limit required by law.
(ii) On how many occasions, when an internal review has been requested, has the University of Manchester failed to conduct an internal review and notify the requesting party of the outcome of the internal review within the 20 working day timeframe mentioned in the ICO Code of Practice.
I would like each of (i) and (ii) as an absolute number e.g. 4, and a percentage e.g. 10% of requests received.
Yours faithfully,
Raymond Perry

Dear Raymond,
Thank you for your request for information received by The University of
Manchester on 23 March 2023 and please find our responses interleaved
below.
I would like to know, during each of the calendar years 2019, 2020, 2021,
2022, and 2023 (to date)
(i) On how many occasions has the University of
Manchester failed to respond to a Freedom of Information Act request
within the statutory 20 working day time limit required by law.
I would like each of (i) and (ii) as an absolute number e.g. 4, and a
percentage e.g. 10% of requests received.
2019: 21 of 649 = 3.2%
Due to a change in reporting system from 2020 onwards, figures are based
on requests closed in that year, rather than requests received in that
year.
2020: 39 of 716 = 5.4%
2021: 74 of 785 = 9.4%
2022: 34 of 734 = 4.6%
2023 (to 29 March): 14 of 174 = 8.0%
(ii) On how many occasions, when an internal review has
been requested, has the University of Manchester failed to conduct an
internal review and notify the requesting party of the outcome of the
internal review within the 20 working day timeframe mentioned in the ICO
Code of Practice.
I would like each of (i) and (ii) as an absolute number e.g. 4, and a
percentage e.g. 10% of requests received.
NB there is no statutory timescale for an Internal Review and whilst we
endeavour to meet the ICO recommended timescale of 20 working days, this
will depend on our workload and demands at the time.
2019: 22 internal reviews requested – 13 outside of 20 working days =
59.1%
2020: 19 internal reviews requested – 13 outside of 20 working days =
68.4%
2021: 18 internal reviews requested – 14 outside of 20 working days =
77.8%
2022: 18 internal reviews requested – 13 outside of 20 working days =
72.2%
2023 (to 29 March): 2 internal reviews requested – 1 outside of 20 working
days = 50% (1 still within timescale as at 29 March)
I hope that this information is of use to you.
Kind regards
Sharon
