In light of the recent Panorama programme on Monday 15th of May, can you the Council please confirm or deny that the staff contracted by the Council through Kingdom security do not have any form of bonus or "competency allowance" as has been highlighted are the same thing.

Kingdom are currently advertising for staff in Waltham Forest stating that a competency allowance will be paid. Are you stating that Kingdom do not operate in Waltham Forest? if so, can you please explain why they are advertising for staff if you do not hold a contract with them?

Dear Waltham Forest Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Waltham Forest Borough Council's handling of my FOI request 'Freedom of Information request - Bonus/Competency allowance for Kingdom Staff - litter/environment enforcement'.

The initial response was inaccurate and it suggested that the contractor was not operating in the Borough. However, this contractor is advertising for staff to work in the Borough and a Council report online says that the contractor won the contract in February 2017. Please answer the original question.

Thank you for your reply which has answered my request. Although the Council has absolved itself of responsibility within the contract section you highlighted. It is publicly known information that staff contracted by yourselves are indeed being paid a 'bonus' for issuing against members of the public.
