Freedom of information request: affordable housing

Response to this request is long overdue. By law, under all circumstances, Dartmoor National Park Authority should have responded by now (details). You can complain by requesting an internal review.

Dear Dartmoor National Park Authority,

A request for information from your planners.
1) The percentage of affordable housing required for housing developments of 10 dwellings or more or that are greater than 0.5 hectares in area. If more than one level is set in planning policies – for example varying by location in the district or size of development – the maximum, minimum and district average percentages.
2) The average percentage of affordable housing agreed on approval of planning applications for housing developments of 10 dwellings or more or that are greater than 0.5 hectares in the council’s area for each of 2016, 2017 and 2018.

Yours faithfully,

Andy Boddington

Hi Andy,

Below is the requested information.  Unless we hear otherwise from you, we
will now treat this FOI request as completed.

1) The percentage of affordable housing required for housing developments
of 10 dwellings or more or that are greater than 0.5 hectares in area. If
more than one level is set in planning policies – for example varying by
location in the district or size of development – the maximum, minimum and
district average percentages.

Within Local Centres as per policy COR15 and DMD 21, on acceptable sites
the proportion of affordable housing to meet local need should not be less
than 50% of the units provided.  In exceptional circumstances, the
proportion of affordable housing required may be varied to secure the
overall viability of development, or the delivery of significant local
infrastructure provision of clear benefit to the local community.

Within rural settlements, as per policy DMD21, on appropriate sites all
new housing is required to be affordable housing (100% provision).

2) The average percentage of affordable housing agreed on approval of
planning applications for housing developments of 10 dwellings or more or
that are greater than 0.5 hectares in the council’s area for each of 2016,
2017 and 2018.

2016 – no applications granted for 10+ houses in this period

2017 – 37% (38 affordable homes from a total of 103 homes built on sites
of 10+ houses, all of these are in Local Centres). It should however be
noted that one site provided significant community infrastructure (car
park, highway improvements and a new fire station) in-lieu of provision of
affordable housing on-site and in agreement with the local community.

2018 - no applications granted for 10+ houses in this period

Best wishes,

Sassie
