Freedom of Information Request about the toilet facilities in London

Response to this request is long overdue. By law, under all circumstances, Kingston upon Thames Borough Council should have responded by now (details). You can complain by requesting an internal review.

Dear Kingston upon Thames Borough Council,

I am writing for a formal request of information under the Freedom of Information Act 2000 (FOIA 2000), regarding the toilet facilities in the boroughs of London. Please provide me details of the following questions:

1. How many public toilets are available in your council’s borough?
2. How much did your council spend in maintenance of the public toilets, cleaners etc, during the last financial year 2018/2019?
3. Does your council pay to Transport for London for the toilet services? If yes, how much was this last financial year 2018/2019?
4. How many toilets are out of service in your borough?
5. How many reports for antisocial behaviors have been made during last year, that happened on toilets, and how many toilets have been closed for antisocial behavior or vandalism?

Please give me an accurate answer, in a spreadsheet format, NOT TEXT or PDF, as I need to analyze the data’s.

Dear Customer Care Team,

Thank you for your response. However, I am not satisfied about the response at Q.2, as I don’t believe you don’t know how much you spend for the toilets maintenance. It’s a data I need to know for my research.
You claimed that these costs are included on those of all the buildings that you manage (16 toilets) In your borough, managed by your council; How is possible that you don’t know how much you spend for its maintenance?
Please provide me this data, or pass the request to your FOI review team.

Your FOI query has been sent to me to respond. Firstly I am sorry you are
unhappy with the Council's original response. Unfortunately, your request
(that sounds straightforward enough) is actually a difficult one to
answer.

 

Let me explain. The Council commissions ENGIE who are our Total Facilities
Property Management (TFPM) contractor. They are responsible for managing
and maintaining  a number of Council assets. I have reapproached them to
raise your unhappiness with their response, and to ask if there is any
information at all they could share. Any information they cannot provide,
I have asked for an explanation.

 

In regards to public toilets, ENGIE only directly manage and maintain 1
stand alone toilet (Queen's Promenade). For this toilet, ENGIE are able to
demonstrate the annual cost of managing and maintaining this toilet which
is £2,525.43

 

The toilets based in park settings are not part of the cleaning
responsibility of ENGIE. Our grounds maintenance contractor IDVERDE open
and close these toilets (there is not an allocated cost in the contract
for them to do this). When a repair is required, it is reported to ENGIE
by the service area. ENGIE will carry out the repair, however, any cost up
to the value of £790 is absorbed by ENGIE as part of the agreed
comprehensive fee. Any costs over £790 are then charged to the Council. 

 

ENGIE have a list of repairs carried out in these toilets which I can
provide to you should you wish to see them. However,as the costs are under
£769 there are no costs attached to them as they have been absorbed by
ENGIE. 

 

Finally the cleaning/maintenance of the toilet based in the car park is
not priced seperately. The management fee is priced for the whole
building, hence why I cannot provide you with an actual price just for the
toilet element.

I trust this explains in more detail why all of the information you
originally requested could not be fully answered.

I am not satisfied of your answer. I need really the budget for this subject, as it is the most important detail of my research.
On the response of your colleague, in your council there are 16 toilets. You wrote that one of them is managed by ENGIE, and the maintenance expenses for last year was £2525.43, and the other 15 are managed by IDVERDE. How is possible that the council does not know what are the expenses for those toilets?
You should have a budged for IDVERDE. Please provide me it. Thanks

Being your council a government organization, under the FOIA 2000, you have to provide that on request.
If I don’t get it by 20 working days, I will write to the ICO, as this data does not seem to be subjected to any exemption, and it seems instead you don’t want to provide me this detail.

Dear Santino Pani.
I am sorry you are still dissatisfied with my response. I can assure you I
am not trying to withhold any information from you as you have alluded to
towards the end of your email. Quite the opposite, I am doing my best to
try and source the information you require. The Council outsources its
grounds maintenance and facilities functions as I have
previously explained, and I am reliant on the information that the
contractors provide me with. This is why the Council does not have
specific toilet maintenance information to hand as its functions are split
across two contracts.
To be clear, IDVERDE simply open and close the toilets in the parks, and
ENGIE provide repairs as and when requested.
As far as I am aware, an IDVERDE operative will open and close the
toilets as part of their wider remit of their day job. I have gone back to
the contract manager to ask if there is anyway this function could be
quantified at all? This would enable me to give you some indicative cost
at least?
As soon as I hear back from the contract manager, I will of course be back
in touch with a response.

Dear Santino Pani.
Further to my email sent to you this morning, the contract manager has
reverted back to me with the following costs.
An apportionment of time spent the costs for opening/closing per year
would be £4500 across the board.  Split across those 8 sites where there
are toilet blocks in parks that is £562.50 per year per block for the
opening/closing.
