Freedom of Information Request about the toilet facilities in London

We're waiting for Santino Pani to read a recent response and update the status.

Dear Hounslow Borough Council,

I am writing for a formal request of information under the Freedom of Information Act 2000 (FOIA 2000), regarding the toilet facilities in the boroughs of London. Please provide me details of the following questions:

1. How many public toilets are available in your council’s borough?
2. How much did your council spend in maintenance of the public toilets, cleaners etc, during the last financial year 2018/2019?
3. Does your council pay to Transport for London for the toilet services? If yes, how much was this last financial year 2018/2019?
4. How many toilets are out of service in your borough?
5. How many reports for antisocial behaviors have been made during last year, that happened on toilets, and how many toilets have been closed for antisocial behavior or vandalism?

Please give me an accurate answer, in a spreadsheet format, NOT TEXT or PDF, as I need to analyze the data’s.

Dear Freedom of Information,

Thank you for your response, and I appreciate you responded on the proper way. You are one of the few councils that used a spreadsheet format as I requested.

However, I am not satisfied of the response of Q.2, on which you claims either that the amount of time to collect the data would exceed 18 hours, or that the costs for toilets maintenance is included in the general expenses of the council, and cannot be separated, therefore you are applying to Exemption 12; but the same article, comma 12,13 and 22 says that the costs for a not central government authority should be estimated in approximately £25/h, and that you should provide an explanation supported by a cogent evidence.
You claimed that you would take approximately 18 hours to collect these information, and calculating it, it should be a total costs of £450, which enters reasonably on the limit of time; thus the exemption you are referring to seems inappropriate.
Can you please give me the data I requested? Or eventually, can you please provide the data of the general costs related to the toilets costs? You wrote that the toilets are cared by a company called “FUSION”.
Please provide me the data of costs you pay to this company.

Dear Mrs Dunkin,

Your response does not seem appropriate, and it seems you are just joking me.
What you mean that you have to measure each toilet to have the budget for their maintenance?
You need only to find the budget for the company “FUSION”.
As you are not willing to give me this information, I am now writing to the Information Commissioner.

I am writing following my acknowledgement to you.

 

We do not separate the cost of cleaning and maintenance for the toilets
and therefore cannot provide that information to you as such. However in
the example provided to you, we were demonstrating the steps we would need
to undertake to identify the figure for the cleaning and maintenance for
the toilets in the Libraries. One of these steps is to measure the area of
the toilet so we could calculate how much of the overall costs would be
for toilets. However to do this, it would take more than 18 hours and this
is an exemption (section 12) under the Freedom of Information Act. I have
provided the full response to this point in my letter dated 24^th January.

 

In terms of the toilets managed by Fusion, you have asked ‘How much did
your council spend in maintenance of the public toilets, cleaners etc,
during the last financial year 2018/2019?’

 

The Council has no budget for the management of the Leisure facilities so
the answer would be 0. However it might be helpful if I explain that
although the Council does not provide a budget for this, it does monitor
the performance of Fusion Lifestyle in maintaining the standards as part
of a regular inspection programme.

 

Fusion Lifestyle is responsible for the management and operation of
several Sport and Leisure Centres, Public Halls and Community facilities
within the borough. These responsibilities include building maintenance
and the replacement of all equipment, associated plant and external sports
facilities as per the agreement, the service specification, the agreed
method statements, good industry practice, guidance and the Authority's
policies and all applicable legislation.
