I write in connection with your e-mail of 21st January 2020 in response to our answer of your Freedom of Information request. We have again contacted the Head of Procurement and Fleet and they have provided some more information which is detailed below in bold. You should also be aware that information regarding contracts is available via the ‘Blue Light’ emergency services tendering site.

- What catering supplier currently holds the contract and provides the catering/hospitality services for the Cleveland Police?
a) ‘Café 54’ – run by Rowland Cooper trading as Gareth Dance. Café 54 provides Cleveland Police with catering and canteen facilities at the CSH, Café 54 also provide hospitality and operational feeding to the rest of the force.

4. What is the catering value? (Or is it nil subsidy?) Are the catering facilities shared with other departments?
a) Nil Subsidies
- Are the catering facilities also shared with other departments?
a) The response from the Head of Procurement and Fleet is that they are unsure of what is being asked however they have stated that this is a PCC contract not a collaborative contract, it is shared across all departments in the Force and the Café is also open to the general public.

8. Is it part of an FM contract? (and if so, what services are also included in the contract?) Who provides the other soft FM services?
a) No
- If it is not part of a 'Facilities Management' contract who provides the other soft FM services?
a) Café 54 is a café, providing hospitality and operational feeding as part of the catering contract.

9. Who will be the main person leading on the tender during the formal tender process?
a) Procurement
- Who will be the main person within the department leading on the formal tender process?
a) This will be decided at the point of re-tender
14. Who in the department is responsible for the management of the contract?
a) Estates
- Previously in question 9, you stated "Procurement" as the lead on the formal tender process. What particular person in the department is responsible for the management of the contract?
a) This will be decided at the point of re-tender
15. How many people are there on-site per day?
a) 3 Staff within Café 54
- How many people (personnel) are on-site at any one time?
a) In relation to the Café we are unable to provide a definitive answer as this varies per day and at different times of the day and will depend upon several factors including sickness, holidays etc.
With regards to Police Officers and staff at the CSH building we are unable to provide a figure as it will change constantly, personnel may attend and then leave and not return that day, that is they may have a base at the CSH but work elsewhere within the Cleveland Police Estate or any officer or staff from within Cleveland Police may attend and use the ‘Hot Desk’ facilities at the CSH.
The Cleveland Police response to your request is unique and it should be noted that Police Forces do not use generic systems or identical procedures to capture and record data therefore responses from Cleveland Police should not be used as a comparison with any other force response you receive.
