Mr Watts

I refer to your request for information under the Freedom of Information Act 2000.

The information requested is in the attached excel files which show empty properties within the borough of Runnymede.

I have not provided details of privately owned residential properties in the borough. Addresses of private properties (empty and occupied) constitute personal information about owners. Owners/former owners would have no prior expectation that the status of their property would be disclosed into the public domain. Therefore, this Council believes that to do so would be in breach of the Data Protection Act 1998 Principle 1 - 'Fair and lawful processing' and Principle 2 - 'Obtained only for one or more specified and lawful purposes, and not be further processed in any manner incompatible with that purpose'.

I hope that this information is sufficient for your purposes. The Council's complaints procedure is on the website,

If you are not satisfied with this response you may ask for an internal review. If subsequently you are not satisfied with the Council's decision you may apply to the Information Commissioner for a decision. Generally, the ICO cannot make a decision unless you have exhausted the complaints procedure provided by the Council.

The Information Commissioner can be contacted at the following address:
