I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

• What are the contractual performance KPI's for this contract?
• Current annual volume in tonnes?
• How the material is presented?
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
• Start date & duration of framework/contract?
• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Good morning

 

Please see below for the information you requested for Burnley Borough
Council:

 

 1. What are the contractual performance KPIs for this contract?

Missed bins per 100,000,

Clean streets (grade B or higher as of NI195),

Ensuring service requests are completed within timescale.

 

 2. Current annual volume in tonnes?

All verified information is available to the public and members of the
public can register on Wastedataflow. The information can be suited to
individual user needs by applying filters under the reports section.

 3. How is the material presented?

Claret bins & sacks for refuse, blue & grey bins for recycling for half
the borough, white sacks & blue boxes for recycling for the other half of
the borough.

 

 4. Suppliers who applied for inclusion on each framework/contract and
were successful & not successful at the PQQ & ITT stages?

This information has an exemption applied under section 31 of the FOIA –
prevention or detection of crime. A Public Interest Test has been applied
considering the need to be open to the public and the exposure of
procurement fraud from use of this information. The Council considers that
it is not in the public interest to release this data.

 

 5. Actual spend on this contract/framework (and any sub lots), from the
start of the contract to the current date?

Spend is approximately £3million per year.

 

 6. Start date & duration of framework/contract?

Start date – 01/06/2015, expiry date 1/4/2026/7.

 

 7. Could you please provide a copy of the service/product specification
given to all bidders for when this contract was last advertised?

Please find attached for a copy of the specification of the Invitation to
Tender.

 

 8. Is there an extension clause in the framework(s)/contract(s) and, if
so, the duration of the extension?

Yes – to extend until 2026.

 

 9. Has a decision been made yet on whether the framework(s)/contract(s)
are being either extended or renewed?

No.

 

10. Who is the senior officer (outside of procurement) responsible for
this contract? 

Joanne Maclean and Thomas Ormerod.

 

You may, if dissatisfied with the treatment of your request, ask the
Council to conduct a review of its decision under the Council's complaints
procedure. Someone who has not been involved in dealing with your request
for information will carry out the review. Please e-mail or write if you
would like a review.

If, following the review, you remain dissatisfied with the council's
treatment of your request then you may take your complaint to the
Information Commissioner at Wycliffe House, Water Lane, Wilmslow, Cheshire
SK9 5AF.
