We have now considered your request and a copy of the information is
attached and below.

 

Please note that some of the information is exempt under Section 43 of the
Act and cannot be provided.

 

Section 43(2) (commercial interests) allows a public authority to withhold
information if its release would prejudice the commercial interests of any
individual, including the public authority that holds it.  This exemption
has been applied to your request for the names of unsuccessful bidders at
the PQQ and ITT stages of the process.  This is because the local
authority considers that to release the names of these companies into the
public domain could have a negative impact on the views of those who may
wish to engage their services.  The local authority also considers that
the release of the names would damage the element of trust which has to
exist between the companies and the local authority when going through the
bidding process.  The local authority does not consider that the public
interest is served in releasing information which could hinder any
individual’s ability to compete in their specific market place, and also
hinder the local authority’s ability to achieve best value for the public
purse when tendering for the services it provides.

 

The information supplied may be used for domestic or journalistic
purposes.  Its use for commercial gain including issuing to the public,
social media or computer blogs may be subject to the issue of a licence
under the Reuse of Public Sector Information Regulations 2015. 

 

What are the contractual performance KPIs for this contract?

 

Response: Please refer to the attached Service Specification detailing the
Councils contractual requirements.

Response: 2022/23 - 468t

 

How the material is presented?

 

Response: Please refer to the attached Service Specification under Item
2.1.

 

Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages.

 

Response: Saica Natur were the successful bidder following the ITT stage.

 

Actual spend on this contract/framework (and any sub lots), from the start
of the contract to the current date.

 

Response: Zero spend, income received including transport and processing
costs.

 

Start date & duration of framework/contract?

 

Response: 1^st August 2023 – initial 2 year term

 

Could you please provide a copy of the service/product specification given
to all bidders for when this contract was last advertised?

 

Response: Attached.

 

Is there an extension clause in the framework(s)/contract(s) and, if so,
the duration of the extension?

 

Response: Option of 2 x 1 year extensions.

 

Has a decision been made yet on whether the framework(s)/contract(s) are
being either extended or renewed?

 

Response: No.

contract?

 

Response: Sarah Staton, Waste Contracts and Compliance Officer.
